Job Summary

TheLos Angeles Homeless Services Authority (LAHSA) seeks motivated professionals who want to use their talents and skills to make a difference. Created in 1993 LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUDfunded Los Angeles Continuum of Care we coordinate and manage over $800 million annually in federal state county and city funds for programs providing shelter housing and services to people experiencing homelessness.

The Director oversees the Implementation and Improvement Continuum of Care Planning System Planning and System Integration Divisions as well as our Workforce Development efforts. These units collaborate to coordinate and lead strategic planning the adult Family Coordinated Entry Systems (CES) as well as drive policy development processes for the Los Angeles Continuum of Care (CoC) and the LA CES. The Director provides system guidance strategic oversight of system vision and management of processes to align homeless funding priorities and initiatives with community needs and LAHSAs mission vision and values by guiding planning and advising on strategies and leading refinement efforts.

Essential Job Functions


Systems and Planning Knowledge
  • Oversee planning efforts to reduce prevent and end homelessness working with local agencies and mainstream system partners to develop proven practices to end homelessness and develop an effective and efficient performance based homeless system of care.
  • Oversee design and operation as well as continuous quality improvement of the LA County Coordinated Entry System.
  • Oversee the Continuum of Care Program LA CoC governance bodies and annual application to the U.S. Department of Housing and Urban Development.
  • Collaborate with the Component Departments and Community Based Providers as well as City and County partnersto ensure support to initiatives to end homelessness in the City and County of Los Angeles.
  • Lead the ongoing alignment of parallel or sub systems of care that work with people experiencing homelessness.
  • Develop external tools to communicate the progress of LAHSAs work and the work of its partner agencies to LAHSAs Commission its funders (from the city county state and federal level) and to the public.

Management
  • Direct develop and supervise department staff.
  • Engage staff in vision alignment and strategic planning processes facilitating developments and concrete implementation plans for departmental goals.
  • Inventory skills and resources within department and LAHSA and strategically deploy those resources to address departmental needs.
  • Perform other duties as assigned.
