The mission of Family Support Services is to be the leader in providing safety stability and quality of life for all children by working with the community to strengthen the family unit.

Job Summary:

Provides oversight of quality management services for the Community Based Care Agency (CBC). Conduct quality case management reviews of the Case Management Organizations to ensure compliance with applicable state and federal regulations and program objectives. Review and evaluate performance regarding fulfillment of contract obligations. Determine quality of care and reports results to oversight groups. Investigate and report on client complaints and incident reports.

Essential Functions:

  • Assure compliance regarding current federal state and local laws contracts accreditation standards and policies and procedures
  • Promote and advocate for improvements to the child welfare system as related to the primary purpose of the CBC Quality Management Plan i.e. to strengthen practice improve timeliness accessibility quality and effectiveness of services and increase the natural and enduring community supports for children and families
  • Contribute as a member of the Quality Management team to perform all functions as necessary through cross training and joint support i.e. quantitative analysis and compliance review processes qualitative analysis of programs and systems and professional development initiatives through curriculum development training and retention activities
  • Create reports and recommendations based on analytical findings performance outcomes DCF and CBC reporting requirements etc. provide leadership to the team in implementing recommendations and then evaluating their effectiveness
  • Participate in reviews and analyses as a subject area expert serving as a resource to other team members
  • Provide up to date information regarding current federal and state rules contract requirements procedures and policies affecting CBC to all participants
  • Promote and participate in agencywide continuous quality improvement initiatives
  • Assist the Manager of Quality Management Department in analyzing outcome data and prepare reports for submission to the ELT and CMOs as necessary.
  • Report to the Manager of Quality Management Department ELT DCF and various groups associated with the CBC as necessary.
  • As assigned may perform the duties below:

o Conduct quality case management case reviews which include but not limited to pre and post case consultations as it relates to the Life of Case Reviews Special Project Reviews and CFSR/PIP case reviews.
o Analyze reports and assist in monitoring data integrity and report to the Vice President of Quality Services.
o Assist in determining compliance with contractual requirements and assist in providing training to improve performance.
o Conduct investigations into client complaints and assist in the review research and tracking of incident reports.
o Process incident reports by entering into Mindshare and the DCF systems as required per FSS OP and CFOP; Review the history of incident reports associated with a child receiving services to critically assess trends and identify and address client needs and child safety concerns;
o Coordinate with Manager of Quality Management and Vice President of Quality Services to determine the most appropriate approach to engaging provider agencies in incident or case specific guidance including but not limited to the identification of necessary actions and service provision;
o Assist the Case Management Organizations in quality improvement planning to ensure compliance with applicable state and federal regulations and program objectives.
o Complete Special Reviews and conduct staffings as necessary with Case Management Organizations

oPerform other duties as assigned.

Qualifications

Minimum Qualifications:

Education:

Bachelors degree from an accredited university in the areas of psychology social work or related human service field required.

Experience:

Three years of Florida child welfare experience required. Previous child welfare supervisory/ lead capacity experience is preferred. A Masters degree from an accredited college or university can substitute for one year of experience.

Licensure Certification and/or Registration:This job requires the employee to be currently certified in Child Welfare. Valid drivers license.

Knowledge of:

  • Child protection and preservation programs
  • Principles and techniques of effective communication
  • Principles of human behavior learning and communication
  • Principles methods and techniques of training and instruction.
  • Methods of data collection and analysis.
  • Florida child welfare system including statutes.

Other Requirements:

  • Clear a Level II background screening
  • Clear a reference check
  • Clear a local background check from the County in which you reside
