Main Purpose of Job

This position serves as the Senior Program Manager for the Prevention and Promotion Division within the Behavioral Health Administration a critical leadership role within the Division. The Senior Program Manager provides senior leadership and strategic operational oversight across the divisions core program areas including Integrated Prevention & Wellness Harm Reduction CommunityBased Access and Support and Public Awareness.

As a senior management position this role supports the Director in achieving the divisions mission by establishing overall policies goals standards and controls to meet program operational objectives. The Senior Program Manager is responsible for leading the daytoday operations of the division managing fiscal and personnel resources and ensuring compliance with state and federal regulations. Additionally the Senior Program Manager supervises management associates program administrators and managers oversees the development and implementation of divisionwide policies impacting statewide initiatives and ensures alignment with the Behavioral Health Administrations strategic priorities.

This position requires the ability to make highlevel recommendations and decisions that have a major impact on agency missions and operations. The Senior Program Manager represents the division in meetings with senior officials advocacy groups and external stakeholders and may function as the Director in their absence. Through effective leadership the Senior Program Manager ensures the divisions programs are wellcoordinated operationally efficient and aligned with the overall goals of the Maryland Department of Health.

This position is eligible for hybrid telework which is necessitated by operations and customerfocused demands.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelors degree from an accredited college or university six years of professional experience in public or behavioral health services to include experience working across the behavioral health continuum of care inclusive of service provision and implementation program assessment and evaluation and policy development and two years of supervisory or managerial experience.

Candidates may substitute additional professional experience working in behavioral health services (substance use peer recovery gambling suicide prevention veterans etc. in a community state or federal landscape for the bachelors degree requirement at the rate of 1 year of experience for 30 credit hours.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience in the following:
  • Managing day to day procurement and budget operations within a behavioral health setting
  • Managing personnel functions of a large group or unit/employees
  • Creating SOPs and associated workflow
  • Using project management systems such as Smartsheets

SELECTION PROCESS
