Job Description

Summary:

The National Field Response (NFR) team takes the ASPCAs commitment to animals to the very doorsteps where help is needed. The team travels from coast to coast responding to requests from law enforcement emergency management and animal welfare professionals with the primary goal of removing animals from crisis situations created by natural disasters animal abuse hoarding or neglect.

The Sr. Manager of Field Logistics works under the direction of the Director Field Logistics Fleet and Warehouse. They will be based in the NFR Warehouse located in Maryland Heights MO and will focus on ensuring that the National Field Response Team can provide logistical support for all ASPCA Field operations. Primary responsibilities include but are not limited to securing disaster and response supplies and equipment establishing and managing vendor relationships and researching new vendors supply and equipment options to ensure financial responsibility in purchasing to ensure our teams have the resources needed to be successful in national response operations. The Sr. Manager of Field Logistics will manage all logistics for national field responses including comprehensive planning operating from industry standard best practices in field logistics and in coordination and collaboration with all NFR branch teams to ensure that logistics needs are identified and sourced before deployments. In the field the responsibilities will include setting up a field operations base and/or temporary shelters sourcing lastminute supplies and resources ensuring team meals are ordered and delivered to scene and supply purchases are in compliance with ASPCA policies. This position will also be responsible for loading and transporting logistics equipment from the NFR warehouse to the deployed location in the field including driving a 26foot box truck or other vehicles including pickup trucks and 30foot trailers as well as supporting animal transport operations when needed.

Responsibilities:

Responsibilities: will include but are not limited to:

Field Logistical Support 60

  • Provide logistical support for all ASPCA National Cruelty/Criminal Cases and ASPCA Disaster Responses.
  • Deploy to field operations (disaster & cruelty) including rapid response deployments.
  • Securing all necessary supplies and equipment needed to execute comprehensive logistics response operations and demobilization plans in the field.
  • Research new supply and vendors equipment and make recommendations on equipment to enhance response capabilities.
  • Acquire supplies track expenses and manage field logistics inventory.
  • Close collaboration with ASPCA Fleet and Transport program to ensure proper maintenance and ensure the fleet technical equipment and supplies stay in a state of readiness for rapid response.
  • Close collaboration with ASPCA national response programs to ensure we are strategically expanding the logistics equipment to achieve ASPCA response goals
  • Manage logistical support for multiple operations with an anticipated steady state or even an increase in number of cases/deployments each year.

Preresponse:

  • Provide necessary information to Responder Sr. Manager for response specific needs.
  • Work with appropriate team leads to identify and secure essential supplies equipment and forms needed for a response.

Onsite logistics:

  • Ensure all appropriate resource needs have been identified properly requested catalogued and secured.
  • Continually reassess stock of supplies and equipment on hand and restock as necessary.
  • Responsible for ensuring that food communication devices and other identified needs of the response team are continuously being met.
  • Ensure supplies are ordered and secured for field operations and temp shelters.
  • Work with partner agencies and responders to coordinate necessary resources personnel and equipment to ensure operational needs are met.

Post Response:

  • Ensure all supplies and equipment are decontaminated inventoried and transported back to the NFR warehouse and stored appropriately.
  • Assist Warehouse and Transport teams with equipment recovery and decontamination.
  • Oversee and conduct required maintenance schedules for all logistics equipment.
  • Replace or repair any damaged lost or donated items.

People and Program Management 30

  • Manage pro responders assigned to field logistics functions under your supervision.
  • Negotiate with partners and vendors and do outreach to secure costeffective ground transport coordination for supply delivery.
  • Develop and update Field Logistics Standard Operating Procedures (SOPs).
  • Develop and maintain a monthly reporting system on equipment status.
  • Recruit and train qualified staff and responders who will be assigned as logistics leads during field or emergency shelter operations when you are not available.
  • Conduct regular trainings and refresher courses for team members on the logistics and demobilization protocols and processes and proper usage of equipment.
  • Mentor newly trained staff and responders when appropriate and conduct workshops or give lectures to animal welfare professionals in effort to expand knowledge of ASPCA response capabilities and field operation protocols.
  • Become cross trained in all aspects of the Field Logistics Fleet and Transport and Warehouse operations work and serve as backup to ensure capabilities during times of absence or multiple operations.

  • This position will be responsible for ensuring that the logistics team is compliant with human health and safety regulations to reduce or prevent hazards dangers and accidents.
  • Ensure the overall health and safety of the logistics responders and staff during field operations and temporary shelters is planned for and remains a priority focus area.

Qualifications:

  • Exceptional communication skills
  • Administrative proficiency and advanced computer skills.
  • Knowledge of Microsoft Office suite (Word Excel PowerPoint etc.
  • Strong written and verbal communication skills
  • Strong presentation skills
  • Must have strong influencing and negotiation skills when working with vendors
  • Ability to work under pressure and juggle multiple projects
  • Must demonstrate professionalism particularly while under pressure
  • Ability to build collaborative relationships and work with internal and external partners
  • Experience leading teams of diverse staff with varying skills and credentials to accomplish a focused task
  • Must be able to work long hours (up to 1014 hrs. due to the unpredictable nature of disaster and field operations work
  • Must be able to work weekends evenings and holidays as required with extensive travel possible up to 40 percent required
  • Must be a selfguided and highly motivated individual and have ability to work with minimal supervision

Compensation and Benefits:

Starting pay for the successful applicant will depend on a variety of factors including but not limited to education training experience location business needs internal equity market demands or budgeted amount for the role. The target hiring range is for new hire offers only and staff compensation may increase beyond the maximum hiring range based on performance over time. The maximum of the hiring range is reserved for candidates with the highest qualifications and relevant experience. The expected hiring salary range for this role is set forth below and may be modified in the future.

For Salary roles: The target hiring range for this role is $75000$80000 annually.

Education and Work Experience:

Bachelors High School Diploma (Required)

3 years supervisory experience required 3 years administrative and/or vendor coordination experience required. 5 years experience managing logistics or large scale cruelty or disaster operations work required. CDL drivers license preferred or ability to acquire within 12 months of hire Disaster Field Operations or Emergency Response experience preferred ICS training Incident Command Certification ISand Logistics Section Chief Certification preferred; able to acquire within 6 months of hire. Must have a valid drivers license Must have the ability to pull large trucks and trailers and drive long distances.
