About the Role:
The Industrial Waste Program Manager (Project/Program Manager III/PPM III) position is an exciting opportunity to implement a new program within Industrial Waste (IW) that will provide critical project management skills for large complex special projects and initiatives such as the Comprehensive Industrial User Survey Electronic Annual Pretreatment Reporting Cross Media Electronic Reporting Rule compliance and Surcharge Fee Committee. This position will manage and ensure consistent internal coordination and collaboration within IW WTD and external parties.
About the Team:
The King County Wastewater Treatment Division (WTD) is seeking an experienced Program Manager to join our Industrial Waste team! We are a dedicated passionate team whose mission is to protect our workers conveyance and treatment infrastructure and recycled products from industrial and commercial discharges into the sanitary sewer system.We do this by:
- Permitting sampling inspecting and enforcing industrial users;
- Reviewing and approving pretreatment systems;
- Recovering costs associated with our program;
- Conducting special programs initiatives and projects with a focus on continuous improvement;
- Providing technical assistance and outreach; and
- Recognizing good compliance through our awards program

Job Duties
What You Will Be Doing:
- Act as the lead for project management of all IW special projects and initiatives. Monitor scope schedule and budget. Make recommendations for changing scope of projects or initiatives.
- Develop project plans and track assignments work products and achievement of desired outcomes.
- Manage complex contracts independently and work tactfully with consultants and other external parties
- Coordinate and facilitate project meetings and events in collaboration with internal project teams and external partners
- Create program materials including working documents reports briefing documents and public information materials. Manage project documentation.
- Communicate IW program outcomes regularly and recruit additional IW staff for projects in the future
Experience Qualifications Knowledge Skills
Qualifications You Bring:
- Bachelors degree in a related field OR an equivalent combination of education and experience that provides the necessary knowledge skills and abilities to perform all the duties described in this job announcement
- Experience performing project management work focused on environmental work
- Strong project/program management skills including extensive experience in planning development and implementation of new projects
- Demonstrated skills in managing all aspects of meetings and events including coordination logistics planning presenting teaching and facilitation
- Experience with and knowledge of accountability tracking for both outputs and outcomes
- Demonstrated ability to work collaboratively in a teamoriented diverse environment with various levels of staff and leadership
- Strong writing and communication skills. Advanced skills with Microsoft suite
- Experience with project budgeting invoicing and accounting

Required Licenses/Certifications- Washington State Drivers License or the ability to travel to work locations throughout King County with limited or no public transportation in a timely manner.

Work Schedule:This fulltime position works a 40hour work week. This position is exempt from the Fair Labor Standards Act (FLSA) provisions and is not overtimeeligible. Night and weekend availability as necessary.
Union Representation:This position is represented by Local 1652R : Washington State Council of County and City Employees Council 2 Industrial and Hazardous Wastebargaining unit.
