Are you looking for a rewarding but challenging job as a senior member of police staff within West Midlands Police Could you help shape the future analytical direction of West Midlands Police

As Head of Intelligence Analysis you will hold a senior position heading up the analytical function within West Midlands police with responsibility for managing and developing intelligence analysis within the organisation to inform decisionmaking and mitigate threat risk and harm. This role leads the provision of a number of key intelligence functions whilst providing technical support across Intelligence Local Policing and the Major Crime arena.

Key Responsibilities:

  • Direct shape develop and coordinate the provision of the organisations analytical function in order to provide a clear and consistent set of products that inform decisionmaking at strategic tactical and operational level.
  • Develop and coordinate strategies for intelligence analysis designing and shaping analytical processes contributing to the strategic direction of the organisation and ensuring that the analytical function is operating in line with force priorities.
  • Lead line manage and inspire a hierarchy of analytical professionals and researchers to improve performance providing direction and tactical advice on professional development in order to ensure that an efficient service is provided which complies with the Intelligence Professionalisation Programme (IPP) and National Intelligence Model (NIM).
  • Lead the department to develop innovative tactics for acquiring developing and evidencing intelligence to support both proactive and reactive investigations.
  • Ensure that the intelligence training needs of analysts are met through leading and coordinating the design and development of analytical and research techniques to ensure development of skills to effectively build capability and capacity across intelligence.
  • Ensure the analytical function has the appropriate resources knowledge skills and behaviours to identify and assess make recommendations to mitigate emerging or potential threat risk and harm.
  • Drive Force Tasking processes at a Tactical and Strategic level.
  • Work in partnership with other agencies forces and other relevant regional or national organisations to deliver effective collaboration arrangements that will improve the forces capacity to protect the public.
  • Develop and implement frameworks policy and systems including for the exchange of sensitive data and analytical products so that information is managed in accordance with all relevant legislation and policy.
  • Negotiate terms of reference with force leads and wider partners.
  • Levering multidisciplined resource support to ensure project quality and delivery to deadlines.
  • Influence and contribute to national consultations to develop analytical standards and ensure they are embedded into an organisational strategy.
  • Provide advice direction and technical expertise across the force in relation to strategy policy and performance on all analytical matters in order to contribute to force plans and the achievement of policing objectives.
  • To ensure the implementation and drive of the evolution of an overarching analytical strategy that includes staff recruitment training tasking professionalisation career pathways Information Technology solutions staff configuration and any other relevant issues for all analytical staff in the force.

Essential Criteria:

  • Required to have achieved a Level 7 qualification (masters degree) in Policing or relevant discipline and/or extensive professional analytical experience within a similar environment.
  • Highly developed knowledge of research analysis and evaluation.
  • Skilled in using specialised analytical software to extract analyse and report on data.
  • Significant experience in management of leading diverse teams.
  • Ability to deliver within the strategic tactical and operational context.
  • Demonstrable experience of maintaining the highest levels of integrity discretion and confidentiality.
  • High level communication skills to engage influence motivate and negotiate internally and externally representing the organisation to a variety of audiences.
  • Significant experience of successfully managing workloads and projects.
  • Skilled in setting team and individual performance objectives monitoring performance across the analytical field assessing progress and quality.
  • Experience of creating and quality assuring evidential products.
  • Experience and working knowledge of MORILE.

Desirable Criteria:

  • College of Policing Intelligence Professionalisation Programme (IPP) Qualification (to complete within 12 months of appointment) and continued IPP compliance.
  • Knowledge of covert policing tactics.
  • Working knowledge of OCGM and APMIS.

Location:

Central Birmingham

Vetting:

Successful applicants will be required to pass Management Vetting scrutiny prior to commencing their role this will include a full background & financial disclosure as part of the vetting process.

Medical:

Appointment to this role will be dependent upon successful medical checks which may include a test.

Hours of work:

The core hours of this role will be office hours Monday to Friday 36.5 hours per week) although there could be some evening/weekend working depending on role. There may also be a requirement at times to travel to other locations within the Force area. Due to the nature of this role it is essential that youre flexible in terms of your working location and are prepared to work temporarily at other locations.
