The Senior Project Management Specialist (Substation Project) will provide project management oversight technical support and subject matter expertise to the Y12 Acquisition and Project Management Office (Y12 APMO) and the East End Substation (EES) Federal Project Director (FPD) in the area of Project Management including but not limited to evaluation of contractor project performance cost/schedule/risk analysis project controls evaluations design/project reviews project stakeholder status reporting project life cycle management quality assurance configuration management subcontractor coordination and project/resource planning.
POSITION DESCRIPTION
Responsibilities include:
Addressing emergent issues by performing research and providing requested information;
Oversight planning and status reporting;
Participation in project reviews (such as Annual Peer Reviews (APR) External Independent Reviews (EIR) Independent Cost Estimate (ICE) Sufficiency Reviews Design Reviews etc.;
Performing oversight of contractors /implementation of contract and project requirements;
Conducting and documenting assessments (Shadow Internal and Independent Assessments and Awareness Activities);
Identifying and tracking issues through closure in contractor/federal Issues Management Systems (IMS);
Drafting project documents (Project Plan (PEP) Project Data Sheet (PDS) Project Definition Rating Index Analysis Key Performance Parameters Project Completion Criteria etc.;
Drafting project presentations (Monthly Project Review (MPR) Senior Management Team (SMT) Inbriefs);
Assembly and evaluation of project Earned Value performance;
Review analysis and reporting of contractor performance against cost and schedule baselines;
Review of contractor deliverables (such as Baseline Change Requests Engineering Specifications/Drawings Management Plans etc.;
Identification/quantification of project risks and mitigation actions;
Configuration management maintenance and storage of project records and documentation;
Coordinating conducting and attending project meeting (Plan of the Week (POW) Schedule Status Change Control Integrated Project Team (IPT) Daily Tagups Risk Management Board etc.;
Ensuring adherence to Quality Assurance Plan (QAP);
Estimating and tracking project budgets and staffing plans;
Data entry/tracking in federal data systems (FPD Tool PARS etc.;
Coordinating tracking and assembly of Projects Critical Decision (CD) packages;
Coordinating of Subcontractor inputs to monthly reporting and contact performance.
Deliverables may include:
Annual Staffing Models
Monthly/Quarterly Project Presentation (Quarterly Schedule Deep Dive NNSA Monthly Project Review (MPR) Quad Chart
Monthly Project Estimates (FPD Estimate at Completion (EAC) NNSA Other Direct Costs (ODC) Forecast)
Monthly Project Costs Reports
Weekly/BiWeekly Meeting Agendas (IPT POW)
Assessment reports including identified issues
Other work products as requested by the FPD and Y12 APMO federal staff
EDUCATION REQUIREMENTS
Bachelors degree in Engineering Science Business Management or Project Management or related field and a minimum of 8 years of related experience or an equivalent combination of education and relevant experience
Additional consideration may be given to professionally recognized training and certifications in related fields.
MINIMUM QUALIFICATIONS
Proven ability to solve problems creatively;
Strong familiarity with project management software tools methodologies and best practices;
Proficiency with Primavera P6 MS Office and Adobe Acrobat;
Strong communication skills (oral and written);
Excellent analytical and critical thinking skills;
Strong interpersonal skills and extremely resourceful;
Ability to oversee projects according to outlined scope budget and timeline;
Ability to obtain and maintain appropriate DOE badging;
Ability to work in a diverse work environment (Office & Construction Site);
Preplacement physical examination which includes drug screening and inclusion in random drug testing program;
Ability to fulfill and promote L&A core values;
Ability to maintain a valid state drivers license;
DESIRED QUALIFICATIONS
Experience on Department of Energy projects with a budget $100M;
Working level knowledge of DOE O 413.3b Program and Project Management for the Acquisition of Capital Assets;
Familiarity with the following applications: Acumen Risk Microsoft Access & ODBC data feeds) Active Risk Manager (ARM) EmpowerPARS.
Strong business acumen and exceptional interpersonal skills;
Experience seeing projects through the full life cycle;
Project Management Professional (PMP) certification.
