WHAT YOU WILL BE DOING:
Criminal Intelligence Analysts serve as subject matter experts who access a range of public law enforcement and classified applications information systems and databases to perform and/or supervise the investigation compilation verification analysis development and dissemination of a broad spectrum of strategic and/or tactical intelligence support and coordination to multiple jurisdictions of law enforcement and other public protection agencies related to the activities and associations of suspected and known criminals and criminal organizations. Criminal Intelligence Analyst 2 is the journey level professional analyst responsible for performing and providing the full spectrum of strategic and/or tactical intelligence analysis support and coordination related to the activities and associations of suspected and known criminals and criminal organizations.

OUR ORGANIZATION MISSION AND CULTURE:
The mission of the AKCIC is to collect evaluate analyze and disseminate information and intelligence data regarding criminal and activity in the State of Alaska while following appropriate privacy and civil liberties safeguards to ensure that information privacy and other legal rights of individuals and organizations are protected. AKCIC Criminal Intelligence Analysts support law enforcement agencies in their effort to identify disrupt and/or dismantle drug trafficking organizations criminal groups and individuals and other organized criminal elements operating in Alaska by actively collecting analyzing and disseminating information on the targets of investigations and on the scope and dynamics of criminal activity. Criminal Intelligence Analysts perform investigate support functions for ongoing criminal investigations.

THE WORKING CONDITIONS YOU CAN EXPECT:

This position is assigned to the Alaska Criminal Intelligence Center and serves as a journey level intelligence analyst for the person/property crimes unit. This position will work either a 5/8 or 4/10 schedule. Limited standby periods are required for this position. This is not a telework eligible position

Criminal Intelligence Analyst 1 Minimum Qualifications (Range 14

Any combination of education and/or experience that provides the applicant with competencies in:

Equivalent to those typically gained by:
Education or training in social science behavioral science criminal justice criminology statistics or a closely related field.
AND/OR
Experience researching computerized applications to gather compile and analyze data working with criminal intelligence information compiling data to support investigations or identifying and reporting trends based on research.

Special Note:
Successful applicants must pass an extensive background investigation which includes criminal records checks for convictions of felony or misdemeanor crimes as a prerequisite to employment.
Positions require the incumbent to maintain an appropriate level of federal security clearance pertinent to the established classification and need to know of intelligence applications information systems and databases accessed in performing primary responsibilities. Continued employment is contingent upon obtaining these clearances within 12 months of initial hire and throughout employment.
Competencies means a combination of interrelated knowledge skills abilities and behaviors that enable a person to act effectively in a job or situation.
Typically gained by means the prevalent usual method of gaining the competencies expected for entry into the job.
Training and education in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. Criminal Intelligence Analyst 2 Minimum Qualifications (Range 17

Any combination of education and/or experience that provides the applicant with competencies in:

  • Analytical Thinking/Problem Solving: Uses a logical systematic and sequential approach to address problems or opportunities or manage a situation by drawing on ones knowledge and experience base and calling on other references and resources as necessary.
  • Criminal Intelligence: Uses the intelligence cycle to convert raw information into intelligence to assist with criminal investigations.
  • Integrity/Honesty: Behaves in an honest fair and ethical manner. Shows consistency in words and actions. Models high standards of ethics.
  • Interpersonal Skills:Shows understanding friendliness courtesy tact empathy concern and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult hostile or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity race gender disabilities and other individual differences.
  • Writing: Recognizes or uses correct English grammar punctuation and spelling; communicates information (for example facts ideas or messages) in a brief clear and organized manner; produces written information which may include technical material that is appropriate for the intended audience.
Equivalent to those typically gained by:
Education or training in social science behavioral science criminal justice criminology statistics or a closely related field.

Examples of qualifying experience includes but is not limited to work such as a Criminal Intelligence Analyst 1 with the State of Alaska or its equivalent with another employer.

At time of interview applicant must provide:

SPECIAL NOTES
  • This position requires the successful candidate to maintain and/or obtain a national security clearance of SECRET.

  • Ability to pass enhanced sensitive criminal background investigation (going back 710 years)

  • Ability to maintain national clearance

  • CFR Section 28 Part 23 certification

  • PLX certification

  • Notary for notarizing search warrants and other State forms.

  • A valid Alaska Drivers License.

  • 13 AAC 68.215 (f)3 requires the incumbent to pass an APSIN certification test in order to use the program.

BACKGROUND CHECK

This position requires the incumbent to submit to a fingerprint based criminal history background check. Due to the sensitive nature of this position and required access to APSIN an applicant with criminal convictions will not move forward in the selection process.


CONFIDENTIALITY AGREEMENT
The successful candidate will be required to read understand and agree to via signature an agreement of confidentiality concerning the work commonly encountered within the Department of Public Safety to qualify for this position.

FLEXIBLY STAFFED
This position is flexibly staffed. The level of the job offer will be based on the selected candidates credibly possessed and proven competencies. If hired at the lower level you will be promoted to the higher level after completing the training plan and demonstrating competency in the work.
