SC Housing administers the Housing Choice Voucher Program (HCVP) in seven South Carolina counties (Clarendon Colleton Dorchester Fairfield Kershaw Lee and Lexington). The HCVP assists very lowincome families the elderly and the disabled in having affordable decent safe and sanitary housing in the private rental market. SC Housing provides rental assistance subsidy for over 2000 families through an Annual Contributions Contract (ACC) with the Department of Housing and Urban Development (HUD).

Responsibilities of the HCVP Processing and Reporting Manager

In this position you will have the opportunity to demonstrate your unique interpersonal critical thinking and self/time management skills in the management and coordination of the daily activities of a team responsible for performing all administrative processing financials and reporting functions in support of the HCVP. You will also have the opportunity to expand on the program knowledge and skills you have gained and demonstrate those additional capabilities as part of SC Housings progression planning initiatives.

In this Position

• Serves as the Manager of the Housing Choice Voucher Program Processing and Reporting departments and supervise a team of new and seasoned employees
• Administrative oversight of all HCVP Financial Analysts and Intake Specialist as well as all HCVP Voucher Specialists.
• Assist with the administration of the fiscal reporting and quality control requirements of the programs.
• Ensures compliance with HUD regulations and SC Housing policies and procedures.
• Directs quality control audits on all areas of responsibility. Interprets laws regulations and guidance assesses program applicability and implements required policies and procedures.
• Promote Rent Caf landlord enrollment in electronic funds transfer for HAP payments esignature and electronic documentation submission as appropriate to bolster departmental conversion to a paperless work environment.
• Works independently with limited guidance under the supervision of the Director of Rental Assistance and Compliance. Has the authority to provide direction and make independent decisions in accordance with program specific regulatory guidance and SC Housing policies and procedures.

Agency Minimum Requirements

A Bachelors degree in business accounting finance or related field and five 5 years of fulltime progressive professional level experience in subsidized property management or housing subsidy program administration. A minimum of three 3 years of fulltime employee supervisory management experience which may run concurrently with professional experience.

• Must interpret laws regulations policies and procedures relevant to regulatory requirements and contractual obligations.
• Ability to exercise judgment and discretion to make sound decisions supported by facts.
• Possess strong technical skills with proficiency in all Microsoft Office products.
• Ability to perform complex tasks in Microsoft Access and Excel such as report design/generation spreadsheet design/layout and calculations/formulas and accurately keying data into existing databases.
• Ability to establish and maintain effective working relationships with department staff
• coworkers external partners and customers with a wide range of program related experience.
• Possess excellent verbal and written communication skills to write letters and other businessrelated correspondence that are professional in appearance and content.
• Maintain organized accurate and updated files.
• Present training and provide technical assistance to owners/agents through oral presentations.
• Must be able to operate motor vehicles and travel throughout the state of South Carolina when necessary to include overnight travel.

• Public Housing Agency (PHA) experience in managing HUDs Housing Choice Voucher Program.
• Industry level certification and experience in the management application oversight or quality control of the compliance requirements associated with the Housing Choice Voucher Program.
• A working knowledge of HUDs Voucher Management System Inventory Management System Enterprise Income Verification System and Housing Choice Voucher Program TwoYear Projection Tool.
• Experience with Yardi Voyager Software.
• Management experience in the administration of HUD or other federally subsidized rental assistance programs (LowIncome Housing Tax Credit ProjectBased Rental Assistance).
• Experience in conducting training sessions making presentations and facilitating discussions with large groups of people.
