The Opportunity
WSDOT is currently seeking a senior level engineering professional to serve as the Consultant Delivery Engineer in Tumwater WA. This position supports WSDOTs mission to provide and support safe reliable and costeffective transportation options to improve livable communities and economic vitality for people and businesses by performing Consultant Liaison duties for the Bridge and Structures Office. The Consultant Delivery Engineer will ensure that bridge design delivery needs are met by procuring consultant support services and clarifying design policy and evaluating performance of consultant engineers. In addition this position will provide Quality Assurance reviews for consultant prepared structural designs to assure design quality economy and constructability. Its vital that our top candidate possesses exceptional communication leadership and organizational skills as this position will lead individuals and assist Region Project Offices with delivering their projects.
What to Expect
Among the varied range of responsibilities held within this role the Consultant Delivery Engineer will:
- Coordinate the secondtier competition process including Requests for Additional Information and scoring consultant selection and preparing the agreement.
- Provide oversight on the consultant delivery process by coordinating with the Consultant Services Office to meet policy objectives and implement process changes.
- Provide guidance to Project Managers to successfully procure and complete Consultant delivered projects.
- Provide assistance to Region project offices in preparing estimates of consultant fees for bridge design work to be done through Region agreements.
- Oversee the Bridge & Structures Office Staff Augmentation Agreements.
- Coordinate Consultant delivered structural support through Consultant Agreements and the Staff Augmentation Plans.
- Initiate the consultant procurement delivery of structures projects using the secondtier competition process.
- Prepare and distribute task orders and task amendments.
- Process and distribute consultant performance evaluations.
- Monitor consultant progress.
- Review and approved payment of consultant invoices.
- Provide quality assurance reviews for consultant prepared structural designs to assure design quality economy and constructability.
- Directly supervise and mentor Structural Project Management Engineers
Qualifications
To be considered for this opportunity the following are required:
- A Bachelor of Science degree in Civil or Structural Engineering.
- Licensed by the State of Washington as a Professional Engineer or licensed as a Professional Engineer in another state and able to obtain a license in Washington State within six 6 months of employment.
- One 1 year of experience as a Bridge Engineer 4 or equivalent performing or checking detailed structure analysis calculations and plans.
- Experience with AASHTO LRFD Bridge Design Specifications and AASHTO Guide Specifications for LRFD Seismic Bridge Design.
- Project management experience.
- Excellent communication skills with experience communicating complex structural issues related to bridge engineering and construction.
- Experience preparing complex structural calculations specifications and cost estimates in accordance with current bridge design codes and specifications.
- Experience developing proposals and negotiating terms of agreements.
- Experience using Microsoft Word Excel Outlook Teams and SharePoint.
- Experience using PDF manipulation such as Adobe Acrobat or Bluebeam.
It is preferred that qualified candidates also have:
- A Master of Science Degree in Civil or Structural Engineering.
- Experience with the WSDOT Bridge Design Manual WSDOT Standard Specifications and WSDOT Special Provisions.
- Experience with policies and procedures established by WSDOT Consultant Services Office.
- Ability to effectively communicate review comments clearly both verbally and written.
- Experience anticipating and resolving project challenges.
- Experience in bridge construction inspection load rating or as a Bridge Technical Advisor to WSDOT bridge construction projects.
- Ability to manage multiple projects simultaneously.

Important Notes
- This position requires a Professional Engineers License issued by the State of Washington. License holders from other states will be expected to obtain a WA State PE license within six 6 months of appointment.
- This position will be responsible for procuring and managing consultants for structural services in the event of the mobilization of the WSDOT Bridge Emergency Operations Center (EOC).
- This position offers flexible/hybrid remote work options.
- In addition to base salary employees may be entitled to other forms of compensation depending on the type duties or location of the position. For unionrepresented positions more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for nonrepresented positions can be found in Chapter 35728 of the Washington Administrative Code.
