Duties and Responsibilities

  • *Serves as lead for a comprehensive and ongoing training curriculum based on the full scope of human resources areas pertinent to the University of Hawaii.
  • *Evaluates systemwide policies and procedures makes recommendations for revision abolishment or updates. Oversees communication consultation and training for policy revisions and updates.
  • *Serves as subject matter lead on assigned human resources areas. Makes recommendations based on programmatic needs and best practices within federal state collective bargaining and UH policies and procedures rules and regulations.
  • *Provides technical advice and assistance to HR representatives supervisors and managers regarding HR issues.
  • Conducts investigations including issuing appropriate notices scheduling and conducting interviews conducting necessary research preparing factfinding reports and providing further assistance to the decisionmaker as required.
  • May serve as departmental point of contact for designated units in the University System. Evaluates and addresses and responds to inquiries on a broad range of human resourcesrelated topics and issues.
  • Leads special projects as assigned.
  • *Keeps abreast of emerging HR legislation policies procedures and practices.
  • *Utilizes existing and new technologies techniques and strategies to streamline work processes and maximize output on assigned tasks and to effective and engaging informational materials.
  • Other duties as assigned.

Minimum Qualifications

  1. Possession of a baccalaureate degree in human resources management business administration education or related field and 5 years of progressively responsible professional experience with responsibilities for human resources management; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Considerable working knowledge of principles practices and techniques in the area of human resources management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with human resources management.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing and presentation software.
  8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
  9. Demonstrated ability to exercise tact confidentiality sound discretion and judgement and timeliness in performance of work.
  10. Demonstrated ability to embrace apply and use technology to maximize effectiveness and efficiency.
  11. Considerable experience providing training on a broad variety of topics and/or leading a training program for a large organization.

Desirable Qualifications

  1. Knowledge of the UH organizational structure applicable policies procedures and administrative rules and relevant practices.
