THE POSITION
The Department of Transportation is seeking a skilled professional to fill the position of Civil Engineer (Transportation). This role involves providing expert technical assistance and guidance to the Permits Offices located in Carbon and Monroe Counties. DESCRIPTION OF WORK
In this position you will be responsible for executing engineering functions within the Highway Occupancy Permit Unit (HOP) to guarantee that all submitted applications adhere to established standards policies guidelines and timelines. Your role will involve assessing designs for new driveways to ensure they align with regulatory and engineering requirements. You will also conduct meetings with applicants team members consultants and local authorities to discuss access to highway rights of way. Additionally you will provide support to County Maintenance Organizations in addressing drivewayrelated safety concerns such as issues stemming from water or ice buildup. Your duties will encompass processing occupancy permits maintaining comprehensive records managing associated fees and preparing detailed reports. You will evaluate the necessity for security measures including bank letters of credit based on the scope of proposed work and engineering estimates. Moreover you will review insurance documentation for permitted projects and provide training to staff on the use of various measuring instruments. Finally you will assess the potential impact of proposed developments on adjacent properties and determine whether access or drainage releases are required.

Work Schedule and Additional Information:
- Fulltime employment
- Work hours are 7:30 AM to 3:30 PM Monday Friday with a 30minute lunch.
- Telework:You may have the opportunity to work from home (telework) parttime upon successful completion of probationary period. In order to telework you must have a securely configured highspeed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework you will have the option to report to the headquarters office in Allentown.

REQUIRED EXPERIENCE TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Five years of civil engineering experience in the appropriate specialty and an EngineerinTraining certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers Land Surveyors and Geologists; or
- Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title as determined by the Office of Administration); or
- Four years of civil engineering experience in the appropriate specialty and an engineerintraining certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers Land Surveyors and Geologists and an associates degree in civil engineering technology or a closely related engineering discipline; or
- One year of civil engineering experience in the appropriate specialty and a bachelors degree in civil engineering or a closely related engineering discipline.
Special Requirement:- This position requires possession of a valid drivers license.
Other Requirements:
- PA residency requirement is currently waivedfor this title.
