Job Description

Position Objective

The Fiscal Specialist 3 supports the Hayes Families Childcare Center by providing quality financial stewardship that helps the Center to meet its financial goals and compliance.
The Fiscal Specialist 3 works in partnership with the Center Director Program Manager and Finance to effectively track expenses monitor receivables adhere to reporting guidelines/timelines and communicate with families and partners.

This has been designated as a bargaining unit position represented by Clover Park Federation of Classified Employees Local 4789.

Duties and Tasks (Essential Functions)

Duty: Budget and Resource monitoring and reporting
Tasks include:

  • Coordinate recommendations for equipment and supply purchases and prepare required.
  • Reports for the college and funding agencies.
  • Assist with the preparation and monitoring of the Hayes Center budget.
  • Assist in monitoring department expenditures within budget guidelines.
  • Generate Accounts Receivables (invoices & billing) track payments of childcare tuition using the relevant software and platforms
  • Generate monitor track and verify purchase requisitions in line with college policies and procedures.
  • Order and maintain inventory of all supplies/equipment.
  • Ensure compliance with all contracts/partnerships with funders and community partners.
  • Meet institutional policies and procedures grant and funding requirements and all applicable federal state and local laws regulations and guidelines including Washington State Department of Children Youth and Families licensure provisions.
Duty: Invoicing & Collections
Tasks include:
  • Process and distribute statements and letters.
  • Interacting with students & parents to address questions and to help resolve account balances.
  • Send accounts to outside collection agency and any supplemental documents they require.
  • Develop and maintain reports to provide Student Financials Manager Controller and Vice President of Finance and Administration on status of Invoicing and Collections of student accounts.
Duty: Cashiering
Tasks include:
  • Assist customers answer inquiries and provide information.
  • Apply charges to student accounts.
  • Receive manage and process job account receipts from various campus sources.
  • Receive cash checks and/or credit cards in payment of tuition Tuition Installment Plans and other charges.
  • Process refunds.
  • Prepare and issue computerized and manual receipts.
  • Balance and prepare bank deposits at prescribed times each day.
  • Safeguard monies deposited and enforce security procedures to ensure the safety of funds.
  • Analyze customer accounts and perform data entry as required.
  • Distribute various checks.
  • Research evaluate and process adjustments for refunds and charges.
  • Sorting filing correspondence reports and office supply ordering.
  • Process third party payments returned checks and refunds.
  • Maintain records.
Duty: Other duties as assigned
Tasks include:
  • Support teachers when needed in the classroom. Reasons include but are not limited to breaks lunches and absences. Adhere to all center policies procedures and regulations.
  • Contribute to CPTCs strategic plan and commitment to equity diversity and inclusion.
  • Participate in committees on campus.
  • Participate in professional development.
  • Other related duties as assigned.

Minimum Qualifications

  • Associates degree in relevant field and/or equivalent education/experience.
  • Experience providing exceptional customer service.
  • Experience working with an integrated accounting software.
  • Experience using accounting reports to analyze financial data and reconcile accounts.
  • Proficient use of MS Excel.
  • The ability to contribute to the colleges commitment to diversity by fostering a climate of multicultural understanding and appreciation.

Preferred Qualifications

  • Bachelors degree.
  • Experience working in a licensed childcare facility.
  • Experience with People Soft/ctclink platform and Procare/Tuition Express.
