Job Description:

Driven Independent Leader The Nebraska Department of Labor has an exciting opportunity to join the Finance team as the State Monitoring Unit Program Coordinator. This position will monitor programs authorized under the Workforce Innovation and Opportunity Act of 2014 (WIOA) and other programs as assigned. Additionally this position will supervise another specifically Labor related compliance program relevant to Unemployment Tax.

The best candidate for this position will have experience with Federal grant requirements and regulation. We need someone that is willing to learn the nuances of the grant requirements for Reemployment Services and Unemployment Insurance.

Pay range is $26.044 $38.392. Pay may be commensurate with education and/or experience if within fiscal constraints and also approved.



Examples of Work

  • Monitor and audit local level WIOA workforce development boards and Title I adult dislocated worker and youth programs implemented in Nebraskas local workforce development areas.

  • Monitor and audit the state level WIOA Title III WagnerPeyser Employment Service.

  • Monitor Federally funded discretionary grant programs.

  • Provide expertise regarding Federal and State laws rules and regulations.

  • Additional responsibilities may be assigned to the Program Coordinator as necessary to ensure state and local level compliance with Federal and State laws rules regulations guidance and policies.



Requirements / Qualifications:
Minimum Qualifications: Associates degree in human services behavioral sciences social sciences public administration business administration or closely related field AND three years experience in an employment job development or job training agency/program with responsibility for planning and coordinating program operations or monitoring and evaluating delivery of program services. Related experience may substitute for the educational requirement on a yearforyear basis.

Preferred Qualifications: Bachelors degree in accounting public administration business administration or closely related field or four years experience in employment job development or monitoring and evaluating delivery of program services.

Other Qualifications: Must have a valid drivers license or the ability to provide independent authorized transportation.

Knowledge Skills and Abilities:

Knowledge of: Federal and State laws and regulations relevant to the agencys programs; quality assurance/performance improvement principles and methods of analyzing continuous improvement; business and management principles including strategic planning resource allocation leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices.


Skill in: communicating to convey information so others will understand; using logic and reasoning to identify strengths and weaknesses of alternative solutions; identifying complex problems to develop and evaluate options and implement solutions.


Ability to: learn apply and interpret agency policies and procedures; establish program objectives and assess progress; identify and analyze organizational and operational problems and develop and implement timely and economical solutions; formulate policies to meet identified needs goals or objectives; perform high level analysis; apply principles of logic or synthesis functions involving planning and direction of interrelated activities in multiple departments; exercise judgment decisiveness and creativity in critical and/or unexpected situations; establish and maintain satisfactory working relationships with managers/administrators community organizations and the public; plan assign and supervise the work of others.
