Description of Work

This position is funded in part through federal funds.


The primary purpose of the position is to recruit and retain providers for medical dental behavioral health
services to the rural and underserved areas of the State while assessing needs and providing technical assistance
education and support to address those needs.
Serve as liaison between practice sites and providers to build partnerships for recruitment and retention.
Assist employers with recruitment of providers by advertising available opportunities on ORHs
nationwide nonprofit site 3Rnet; as well as representing opportunities at various state and national venues and
matching opportunities with providers interested in practicing in NC.
Recruit medical providers for efficient and effective placement by utilizing placement services software to
analyze candidates and community profiles to determine compatibility of providers with sites. Guide candidates
and employers through the recruitment process.
Provide technical assistance for practice incentives including federal and state loan repayment programs
to support retention efforts. In addition evaluate and advise primary care dental nursing and behavioral health
candidates about National Health Service Corps Programs and explore in detail the expectations of the programs.
Create and monitor provider contracts that are awarded state and federal incentives to ensure that ORH
DHHS state and federal regulations are strictly adhered to.
Collaborate and establish effective working relationships with residency programs to increase interest in
practicing in rural communities. Consult and maintain relationships with rural and underserved communities to
determine needs and educate them on relevant recruitment and retention issues.
Present to primary care residents; medical behavioral health and dental students; physician
assistant/nurse practitioner students; nursing students; and other state and private agencies such as the North
Carolina Community Health Center Association on opportunities to practice at safety net sites in NC.
Assist employers with applications for becoming eligible sites for State and Federal Loan Repayment
Programs such as the National Health Service Corps Programs while assisting our federal partners with
programmatic analysis and overview.
About the Office of Rural Health:
The North Carolina Office of Rural Health (ORH) became the first State Office of Rural Health in the nation in
1973. The ORH was created to focus on the needs of rural and underserved communities and continues to
empower communities and populations by developing strategies to improve quality and costeffectiveness of
health care for all. While ORH does not provide direct care its programs support numerous health care safety net
organizations throughout the state. Continued support and recurring funding for ORH strengthened North
Carolinas health care safety net infrastructure to ensure that all of the states medically vulnerable residents
(Uninsured Underinsured Medicare and Medicaid) have access to affordable and appropriate high quality primary
care. It is a conservative estimate that the States primary care safety net system serves 1.1 million vulnerable
residents.

Minimum Education and Experience Requirements

Bachelor s degree in sociology psychology political science business administration or related field from an appropriately accredited institution and four years of experience in social work public administration or a field directly related to the specific program assignment; or an equivalent combination of education and experience.

If a former member of the NC National Guard who served for at least 6 years and was discharged under honorable conditions they must attach either a DD256 or NGB 22.

If applicants earned college credit hours but did not complete a degree program they must attach an unofficial transcript to each application to receive credit for this education.
