Description

The City of Richmond Department of General Services is seeking a highly qualified individual for the position of Program and Operations Managerwithin ourFleet Division. The incumbent will be responsible for providing leadership and strategic direction for the citys Fleet Services in the areas of vehicle/equipment maintenance and repair acquisition and disposition fueling and motor pool operations. Additionally the Fleet Manager will formulate longrange goals for the organization develops policy and position papers and report progress of major activities to executive level administrators through reports and conferences.

Duties include but are not limited to

  • Provides leadership and strategic direction for determining priorities goals and objectives to meet the Citys vehicle and equipment needs to include developing equipment specifications overseeing and coordinating equipment procurement establishing contracting procedures and coordinating contract work and establishing and administering systematic cost effective and efficient programs in the areas of vehicle/equipment maintenance & repair acquisition and disposition fueling and motor pool operations.
  • Establishes implements and evaluates internal systems to effectively meet operating goals and objectives.
  • Develops and evaluates policies and procedures to effectively implement departmental operations; promotes staff collaboration innovation and critical thinking in developing solutions and approaches to departmental issues.
  • Responsible for the overall financial management of the agency to include budget research development preparation and budget monitoring to ensure cost effectiveness and ensures that purchasing and financial transactions are properly conducted in accordance with City administrative policies and procedures.
  • Develops proposals and reports and presents recommendations to the General Service Director City Council and other groups.
  • Responsible for implementing programs policies and procedures in purchasing inventory systems parts management computer utilization communication flow general financial and accounting accountability systems and cost evaluation systems.
  • Responsible for the overall leadership and oversight of the agency. Provides leadership counsel motivation constructive performance feedback arranges for training of employees and administers discipline to all staff assigned in support of the mission and strategic goals.
  • Determines personnel needs establishes positions interviews and selects departmental personnel. Adjusts in the organization to meet changing needs of the department.
  • Establishes and directs operational and safety policies for the facility and the fleet; tours the facility periodically to inspect equipment and installations; examines work areas to determine if safety regulations are being observed and if accident prevention devices are being used.
  • Performs other duties as assigned.
Incumbents serves as an Essential employee which means that the incumbent is required to work when the City is closed due to public emergencies critical or hazardous conditions or inclement weather.

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors degree in business accounting finance or public administration or field related to assignment.
  • Six years of journeylevel professional experience in area related to assignment
  • Two years of supervisory experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING CERTIFICATIONS and OTHER SPECIAL REQUIREMENTS:
  • Virginia drivers license
  • Previous experience managing fleet and vehicle (including heavy equipment) maintenance operations
PREFERRED QUALIFICATIONS:
  • Previous experience management fleet and vehicle (including heavy equipment) maintenance operations.
  • Fifteen 15 years of professional experience in area related to assignment.
  • Ten 10 years of supervisory experience in Automotive Maintenance Management
KNOWLEDGE SKILLS AND ABILITIES:

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk hear see and perform repetitive motions; frequently finger; and occasionally climb balance stoop kneel crouch reach stand walk list grasp and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties this classification is considered to be light work exerting up to 20 pounds of force occasionally up to 10 pounds of force frequently and a negligible amount of force constantly to move objects.
