Job Description

Position Summary

The Director of Federal Contracting Initiatives is responsible for both operational and strategic oversight of the Department of Aviations Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) Program. This portfolio will include planning directing administrating coordinating and reporting on programs operations and management of departmentwide policy and programs related to DBE ACDBE Small Business Enterprise (SBE) DBE/ACDBE certification and the implementation and management of a contract monitoring program.

The Director is responsible for implementing these programs as described in the Departments DBE and ACDBE program plans on file with the Federal Aviation Administration.

This position interfaces and coordinates with internal business partners in the development planning forecasting and troubleshooting of projects processes and initiatives in which DBE/ACDBE compliance are major components.

The Director supervises and leads the Office of Business Diversitys (OBD) participation in ongoing projects and oversees the development and utilization of tracking and reporting mechanisms to ensure efficiency and effectiveness while managing any conflicts or concerns to ensure compliance with OBD and federal DBE/ACDBE policy.

Proficiency in highlevel professional communication (oral and written) data analysis presentations building business partnerships and conflict resolution is essential. This position has extensive contact with highlevel executives governmental officials and the public.

Essential Functions

  • Directing Disadvantaged Business Enterprise (DBE) and Airport Concessions Diversity Business Enterprise (ACDBE) activities in accordance with the DBE and ACDBE Program Plans.
  • Directing Small Business Enterprise program activities in accordance with the DBE and ACDBE Program Plans.
  • Representation at conferences and industry organizations and committees.
  • Function as a member of the oversight committee of the statewide unified certification program.
  • Serves on Racial Equity Advisory Committee.
  • Serves as Airport Concessions Diversity Business Enterprise (ACDBE) and Disadvantaged Business Enterprises (DBE) liaison to the Department of Transportation.

Qualifications :

  • Bachelors Degree from an accredited college or university in Business Administration Public Administration or a closely related field. Masters degree preferred.
  • Five 5 years experience supervising and monitoring employees and overseeing diverse business programs and contracts. Experience includes applying relevant rules regulations and exercising responsibility for the development of policies or procedures. Must have two 2 years managerial/supervisory experience.
  • Preferred experience managing federal diverse business programs in an airport.
