SUMMARY OF ASSIGNMENT

Under the direction and guidance of the Human Resources Supervisor this position provides technical and administrative support in the areas of hiring staffing management database maintenance in accordance with Washington State laws and regulations negotiated agreements and District policies and procedures.

ESSENTIAL FUNCTIONS

  • Responsible for assisting building administrators and secretaries with staffing management to ensure accurate monthly staffing reports. Maintain that portion of the Human Resource Information System (HRIS) that pertains to assigned schools/departments for certificated and classified employees. Maintain employee history and evaluation databases.
  • Responsible for departmental and school staffing reports. Must ensure proper assignment of certificated and classified employees accurate budget account codes and agreement between staffing levels and school budgets.
  • Responsible for processing and tracking employment requisitions. Ensures accuracy of the requisition against proper approvals.
  • Recommend placement of classified and certificated employees on appropriate salary table; calculate clock hours and credits for placement on salary schedule in accordance with Washington Administrative Code (WAC).
  • Responsible for processing transfers hour and budget account code (BAC) changes via the Personnel Change Notice (PCN) process. Ensures accuracy of the PCN request and proper approval.
  • Responsible for accurate electronic personnel records for all employees to include preparing documents and correspondence; provides verifications of employment for current employees; verifying employment of past employees identifying and calculating position years of experience transferable sick leave and salary.
  • Maintain knowledge of required RCW and regulations as they pertain to school district human resource operations.
  • Manage the employee evaluation system for certified and classified employees track and monitor duedate files for the receipt of evaluations of assigned staff types of evaluations and initiate required action on receipt of adverse evaluations.
  • Develop distribute and track Intent to Return Forms for certificated employees and assist department/building administrators in obtaining required letters of resignation or retirement. Assist in preparation of required Personnel Requisitions.
  • Prepare letters of Intent to Hire and individual Contracts in accordance with supervisors direction and assist the recruiting effort by arranging visits to schools and followup interviews with principals.
  • Prepare new hire resignation retirement and transfer reports for Board Meetings.
  • Research collect and analyze information and create reports for District administrators as required by the supervisor. Provide support for collective bargaining research reports and surveys as required.
  • Verify fingerprint results on the Office of Superintendent Instruction (OSPI) database.
  • Verify certificate validity on the OSPI database. Keep the HRIS up to date with the current and valid certification information.
  • Provide at least two months notification to certificated employees regarding certification and all employees regarding any licensures.
  • Process implement and communicate changes from OSPI/government.
  • HR Specialist will be responsible for respective areas of the S275 state report. Ensures all staff mix data is accurate and submitted by the required due dates.
  • Audit data for accuracy (i.e. salary placement pay records).
  • Provide consistent and quality customer service to internal and external customers.
  • Actively pursue continuous learning and growth in the Human Resource field.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience

  • BS/BA degree in human resources office management business administration or related field or work related experience in a related field and one year of progressively responsible experience in one or more of the human resource fields or
  • AA degree in a related field and three years of progressively responsible experience in one or more of the human resource fields or
  • High school diploma with five years of progressively responsible experience in two or more human resource fields.

Required Knowledge Skills and Abilities

  • Knowledge of human resource theories and practices applicable laws and regulations and collective bargaining agreements.
  • Ability to maintain absolute confidentiality and discretion regarding Human Resource issues and other sensitive information.
  • Knowledge of personnel budgets compensation systems and the relationship to staffing issues.
  • Skilled at interpreting college transcripts and determining credits and experience for placement on appropriate pay table.
  • Ability to research issues and problems interpret and analyze data prepare comprehensive reports and recommend sound conclusions.
  • Ability to perform accurate and complex mathematical calculations.
  • Ability to effectively establish work priorities make independent decisions attend to detail and ensure accuracy.
  • Ability to work on multiple tasks simultaneously.
  • Must be selfmotivated and take initiative.
  • Ability to file materials accurately and efficiently.
  • Knowledge of personal computer programs to include Microsoft Office software programs. Ability to use computer applications to manage and analyze data. Ability to learn the human resources information system.
  • Ability to interact tactfully and positively with all levels of staff management applicants and other customers and maintain effective working relationships with a variety of people.
  • Versatility and willing to assist others in the office.
  • Regular attendance.
  • Demonstrated proficiency in oral and written communication.
  • Ability to be flexible and open to new ideas to coordinate multiple activities to work effectively under pressure and to maintain a high level of productivity.
  • Ability to exercise independent judgment.


Certification and Licenses

  • Must have a valid Washington State drivers license and proof of insurance.


Desirable Qualifications

  • Twoyears of experience in a human resource activity with a K12 school district preferred.

WORKING CONDITIONS

Work is performed in office environment. Some travel to and between school sites is necessary. Must be able to use fingers hands and arms and to listen carefully and focus while filtering out normal office noise. Ability to see hear speak walk sit stand crouch and reach. Moderate lifting and carrying up to 25 pounds. Reaching overhead and horizontally. Dexterity of fingers and hands to operate equipment and a computer keyboard. Teamwork and high productivity requirements create frequent extra hour days attendance at meetings before and after work and weekend work.

CONDITIONS OF EMPLOYMENT

Employment with Clover Park School District is conditional pending completion of a Washington State Patrol and Federal Bureau of Investigation fingerprint background check as required by RCW28A.400.303. (NOTE: All associated background check fees are the employees responsibility. The fingerprint scan must be completed prior to the first day of employment.
