Administrative Services oversees multiple business hubs and shared service organizations throughout the University. Located within the Finance and Administration portfolio the objective of the division is to provide efficient strategic and specialized administrative services to support the missions of various departments schools and colleges at the University of Oregon. Administrative Services focuses on departmentspecific budget finance payroll human resources and procuretopay functions as well as specialized physical security and utility technologies. Administrative Services is a metricdriven peoplefirst administrative team that strives to create efficient effective and sustainable administrative support structures across campus.
As one of the shared services hubs in Administrative Services the Provosts Administrative Services Team (PAST) provides business and administrative services for Partner Units in the Office of the Provost (OtP) portfolio. PAST partner units include the Division of Global Engagement; Division of Graduate Studies; Jordan Schnitzer Museum of Art; Museum of Natural and Cultural History; Undergraduate Education and Student Success; and University Libraries. The units supported by PAST constitute a large business enterprise consisting of more than 1500 employees and total operating expenditures of more than $73.5 million all funds. PAST works with multiple employee category types including three different unions student employees and officers of administration.
Reporting to the PAST Associate Director of Business Operations the Finance and Grants Manager position provides senior management with critical information recommendations and trends in support of executive decisions. The Finance and Grants Manager provides fiscal operations expertise to the PAST partner units.
The Finance and Grants Manager completes their work across a sophisticated accounting structure consisting of a large number of accounting indexes making full consistent and accurate use of university accounting policies and regulations GAAP and grant support functions. The individual in this position is a principal liaison to the central budget and resource planning business affairs offices and other financial managers across campus. The Finance and Grants Manager has primary responsibility over all budget adjustments and expenditure tracking. This position provides comprehensive budgetary reporting and analysis for partner units across the organization frequently and independently interacting with senior management program directors and external state and federal agencies. In addition the Finance and Grants Manager participates in multiple university procedure development groups such as the University Budget Managers group and the Integrated Data Reporting (IDR)/Cognos Report working group. The individual in this position will supervise Research Administrative Coordinators and may be called upon to act in the capacity of the PAST Associate Director of Business Operations in the Associate Directors absence.
The Finance and Grants Manager has unit level budget authority overseeing portfolios between $5M and $10M. Information and provided analysis must be accurate timely and appropriate at all times. Ad Hoc priority requests frequently need to be independently vetted prioritized and triaged.
Work is largely independent with frequent direct response to senior management and executives in various parts of the university. Guidelines and procedures are set by the PAST Associate Director of Business Operations University Policy and State and Federal regulations.
Bachelors degree AND
Three years financial experience which could include a combination of financial management analysis and accounting.
OR
An equivalent combination of education and experience.
Ability to work effectively in a diverse team environment and create effective relationships for problem solving and positive interactions.
Ability to identify and complete necessary tasks independently.
Ability to maintain close attention to detail.
Model a positive and proactive attitude with high ethical standards.
Two years supervisory or lead experience
Experience with Cognos or other integrated data reporting systems.
Experience providing professional presentations memos and communications.
Three years of experience managing a complex budget with multiple revenue streams or funding sources and multiple supported operations.
