THIS IS A NEW PROMOTIONAL ASSEMBLEDEXAMINATION. The eligible list resulting from thisexamination will cancel any existing list and may last approximately one yearbut can be extended. Qualified applicants must be current county employees andhave completed the equivalent of six months of continuous service following aregular appointment in the Alameda County classified service (nonclassifiedincludes the District Attorneys Office the Medical Center and the SuperiorCourt) by the last day for filing of this recruitment. DESCRIPTION




The Alameda County Social Services Agency (SSA) iscomprised of 2400 men and women working collectively and in partnership withcommunitybased organizations to serve the needs of the community. Under direction to plan organize and supervise the workof a unit of Eligibility Services Technicians engaged in determining initialand continuing eligibility for one or more public assistance programs; and toperform related work as required.

IDEAL CANDIDATE:

The ideal candidate for the position of SupervisingEligibility Technician will have basic knowledge of and direct work experiencein the administering of Benefits Programs including but not limited toMediCal CalWORKs Cal Fresh General Assistance and Foster Careprograms. The candidate has excellent communication and interpersonalskills and is able to work well with culturally diverse employees andclients. The candidate has demonstrated leadership skills developedthrough past work or volunteer experiences. The candidate is alsoresourceful selfmotivated and quickly grasps new concepts and is able toeffectively disseminate new information to staff and clients.

MINIMUM QUALIFICATIONS

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the followingcompetencies:

Knowledge of:

Principles of supervision and agency personnel policies.
Provisions of California Welfare and Institutions Code the Social SecurityAct the Manual of Policies and Procedures Title IV of the Civil Rights Act of1964 the DymallyAlatorre Bilingual Services Act and other pertinent laws andlegislation in the field of public social services.
Functions of public assistance agencies and the principles of incomemaintenance and public social services.
Agency mission goals core values and objectives.
Organization and functions of the various departments of the Social ServicesAgency and CommunityBased Organizations.
Principles and techniques of supervision including planning organizing anddirecting the work of others.
Modern office practices and procedures including business correspondence andstandard office equipment operation.

Ability to:

Communicate effectively orally and in writing.
Analyze and evaluate situation reach sound decisions and make appropriaterecommendations.
Plan organize and direct the work of others to ensure quality performanceand service.
Exercise management control.
Lead including coaching and team building.
Promote professional positive and collaborative relationships amongcoworkers.
Establish and maintain cooperative relationships with staff coworkersother department/agencies community groups and organizations and the general

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OFthefollowing steps: 1 A review of candidates applications to verify possessionof minimum requirements. Those candidates who possess the minimum requirementsfor the class will move on to the next step in the examination process. 2)Applicants that meet the minimum qualifications will be invited totake awritten examination. Those candidates that pass the written examinationwill be invited to the next step of the examination. 3 An oralinterview which will be weighted as 100 of the candidates final examinationscore. The oral interview may contain situational exercises.
