The Provincial Palliative Care Program is an Ontario Health provincial clinical program within the Primary and Community Based Care Portfolio Division of Integrated Care. Grounded in ongoing engagement the Provincial Palliative Care Program collaborates with delivery partners to achieve the Ministry of Healths established strategic priorities for Palliative Care. The program works closely with Ontario Health Regions which maintain relationships with local healthcare providers to implement provincial priorities. The program develops clinical guidance informs and/or develops policy related to Palliative Care and provides subject matter expertise within Ontario Health for the government of Ontario and health system partners. Additionally the program is responsible for health system planning and measurement for Palliative Care supports governance bodies working groups and expert panels to inform its work and executes the Ontario Palliative Care Network (OPCN) mandate and priorities in alignment with Ontario Healths role. Established in 2016 the Ontario Palliative Care Network (OPCN) is a partnership of health service providers community and social support service organizations health systems planners as well as patient and family/care partner advisors formed to develop a coordinated and standardized approach for delivering palliative care services in the province.
The Provincial Palliative Care Program has two manager roles each with distinct responsibilities requiring a collaborative and integrated approach to team leadership. Together they lead the development and implementation of the government of Ontarios strategic priorities for Palliative Care as outlined in the Ontario Provincial Framework for Palliative Care and more specifically the Health Services Delivery Framework. Each Managers team works collaboratively towards shared goals and responsibilities.
The Manager Provincial Palliative Care Program will be responsible for leading the development and dissemination of provincial clinical guidance for Palliative Care along with required knowledge transfer and exchange resources and supports working closely with the Provincial Clinical CoLeads for Palliative Care as well as the Provincial Palliative Care Quality Leads. In addition the Manager will be responsible for ensuring the stability of the OPCN governance structure strategic and operational planning implementation and performance monitoring where required as well as issue/risk management and financial management. A key requirement of this role is to be able to effectively manage internal relationships with the OH Regions and other Ontario Health programs and portfolios as well as external relationships with relevant partners.
The Manager Provincial Palliative Care Program will require excellent planning strategic thinking and relationship building expertise. They must be seen as a specialist within their respective field and a trusted partner. The Manager will be expected to model a leadership approach that holds ethics morals and values at the forefront and is responsible for creating a positive organizational culture and fostering a climate where the passion creativity and potential of the team is realized.
Here is what you will be doing:
Manages a team of individuals including setting performance expectations; allocating work; overseeing and ensuring the quality of outputs; measuring/reporting on performance outcomes; and performance management;
Manages and leads the Provincial Palliative Care team in both strategic operational and project planning together with other key partners;
Manages annual operating and project plans including budgets all associated tracking monitoring and reporting;
Manages governance tables and working groups ensuring the deliverables are met;
Fosters strong working relationships with key partners including the MOH and MLTC;
Facilitates the administration management and engagement of individuals and key partners to ensure programming activities are executed based on plans and standards within specified scope budget and timelines;
Focuses on acquiring developing and retaining talent effectively leading the team and promoting a collaborative and resultsoriented team atmosphere with high levels of engagement and morale;
Identifies improvement opportunities and escalates key issues/risks; proposes and executes solutions to address challenges or mitigate risks;
Ensures robust risk management especially with respect to the protection of Personal Health Information (PHI) and Personal Information (PI) and develops and implements risk and issues identification and mitigation strategies;
Manage relationships and engages select partner groups either to collaborate on delivery of key activities or solicit support and buyin for program activities; organizes and/or participates in committees as required;
Where required deals with vendors and/or contractors including negotiating contracts managing issues and ensuring agreements are met;
Upholds the importance of core values and organizational culture;
Performs crossfunctional and/or other duties consistent with the job classification as assigned or requested.
Here is what you will need to be successful:
Education and Experience
A Masters level degree in Business Administration Health Sciences Health Administration or related field or recognized equivalent is required;
10 years of overall working experience including at least 35 recent years in a people management role is required;
Experience working in a leadership role in the delivery of palliative care or experience working with diverse partners involved in the delivery of palliative care across the province is required;
Proven expertise in operations management and project delivery is required;
Proven ability to successfully execute on largescale complex highrisk projects with proven expertise in project management is needed;
Experience in quality improvement and personcentred care critical is needed;
Experience in hiring managing and leading teams with a strong focus on personal accountability and attention to results is required and
Proven ability to establish trust credibility and respect with key partners is required.
Knowledge and Skills
Knowledge of overall Ontario Health care system including major trends and initiatives key structures and partners as well as relevant legislation Compassionate Care Act Fixing Long Term Care Homes Act Excellence Care for All Act;
Extensive knowledge of Palliative Care principles practices and policies including pain and symptom management psychosocial support endoflife care and relevant Ontario legislation.
Superior ability to facilitate decisionmaking: to analyze vaguely defined problems to evaluate alternatives and to identify solutions with excellent critical and strategic thinking;
Excellent written and presentation skills;
Excellent organization and partner management skills;
Must be passionate about leadership culture values and team development.
Must be creative and forward thinking;
Must be detailoriented with strong problem solving critical thinking and negotiating skills;
Must be teamoriented possess a positive attitude and work well with others;
Commitment to engage with First Nations Indigenous Mtis and urban Indigenous peoples as they selfdetermine their own approach to palliative care
