The Provincial Palliative Care Program is an Ontario Health provincial clinical program within the Primary and Community Based Care Portfolio Division of Integrated Care. Grounded in ongoing engagement the Provincial Palliative Care Program collaborates with delivery partners to achieve the Ministry of Healths established strategic priorities for Palliative Care. The program works closely with Ontario Health Regions which maintain relationships with local healthcare providers to implement provincial priorities. The program develops clinical guidance informs and/or develops policy related to Palliative Care and provides subject matter expertise within Ontario Health for the government of Ontario and health system partners. Additionally the program is responsible for health system planning and measurement for Palliative Care supports governance bodies working groups and expert panels to inform its work and executes the Ontario Palliative Care Network (OPCN) mandate and priorities in alignment with Ontario Healths role. Established in 2016 the Ontario Palliative Care Network (OPCN) is a partnership of health service providers community and social support service organizations health systems planners as well as patient and family/care partner advisors formed to develop a coordinated and standardized approach for delivering palliative care services in the province.

The Provincial Palliative Care Program has two manager roles each with distinct responsibilities requiring a collaborative and integrated approach to team leadership. Together they lead the development and implementation of the government of Ontarios strategic priorities for Palliative Care as outlined in the Ontario Provincial Framework for Palliative Care and more specifically the Health Services Delivery Framework. Each Managers team works collaboratively towards shared goals and responsibilities.

The Manager Provincial Palliative Care Program will be responsible for leading the development and dissemination of provincial clinical guidance for Palliative Care along with required knowledge transfer and exchange resources and supports working closely with the Provincial Clinical CoLeads for Palliative Care as well as the Provincial Palliative Care Quality Leads. In addition the Manager will be responsible for ensuring the stability of the OPCN governance structure strategic and operational planning implementation and performance monitoring where required as well as issue/risk management and financial management. A key requirement of this role is to be able to effectively manage internal relationships with the OH Regions and other Ontario Health programs and portfolios as well as external relationships with relevant partners.

The Manager Provincial Palliative Care Program will require excellent planning strategic thinking and relationship building expertise. They must be seen as a specialist within their respective field and a trusted partner. The Manager will be expected to model a leadership approach that holds ethics morals and values at the forefront and is responsible for creating a positive organizational culture and fostering a climate where the passion creativity and potential of the team is realized.
