Quality Management Director San Francisco CA
Position Summary: Under the direction of the AFS Regional Director or Chief Program Officer the QM Director has responsibility for and/or assists with mental health program compliance quality management and billing staff training and supervision and program consultation and evaluation.

The QM Director will:
- Verify and consult with staff and programs ensuring that program activities align with county and state requirements
- Attend county compliance and quality assurance related meetings as assigned
- Participate & document Level 1 & 2 utilization reviews
- Serve as the AFS HIPAA/Privacy compliance officer
- Ensure that AFS complies with MediCal standards and county guidelines
- Create targeted trainings addressing identified compliance and quality improvement issues
- Provide documentation training for new staff
- Monitor mental health contract requirements
- Provide oversight of program billing
- Create annual program outcomes report in conjunction with Information Systems Manager
- Supervise up to 5 QM Associates
The QM Director will also assist the AFS CPO and Regional Director to identify system problems and development issues identify initial and longterm solutions procedures and policies for the purposes of:
- Improving the quality of services
- Improving agency functioning
- Increasing the use of databased decision making processes

- Bachelors degree in a related field is required
- Graduate degree in related field (e.g. Psychology Social Work etc. preferred
- Registered or Licensed with the CA Board of Behavioral Sciences preferred
- Two years of Quality Assurance experience in EPSDT/MediCal funded or hospitalbased organizations
- Supervisory experience preferred
- Obtain and maintain fingerprint and government and Agency required background clearances
- Valid California drivers license with an acceptable driving record and auto insurance showing as an insured driver on the policy
- Possess a high level of integrity honesty and strong work ethic
- Able to read and write fluently in English
- Able to clearly communicate verbally and in writing
- Able to apply common sense understanding to carry out instructions furnished in written oral or diagram form
- Possess and agree to continue to work on cultural competency
- Able to maintain a professional demeanor in a stressful environment
- Able to interact with coworkers county representatives and other community members as part of a cooperative team
- Able to work with minimal direct supervision and manage time and prioritize workload
- Excellent organizational and detail skills
Essential Functions and Responsibilities
- Implement and update file review protocols for EPSDT/Mental Health MediCal charts (MediCaid audits; utilization review; peer review) and Foster Care charts
- Maintain knowledge of MediCal documentation regulations and requirements; provide consultation to Clinical Supervisors on compliance with MediCal documentation requirements
- Create project reports and data reports to communicate results of file reviews/audits
- Receive and compile data from other QM staff to communicate chart and program compliance
- Create and use data collection tracking and reporting tools (i.e. databases spreadsheets reports
- Provide training consultation and supervision to QM and clinical staff as needed
- Ensure compliance with HIPAA privacy practices
- Adhere to our attendance and punctuality policy
- Travel to AFS offices and/or County meetings using a personal vehicle maintained in safe working order
- Work effectively within multidisciplinary teams
Non Essential Functions and Responsibilities
- Assume other duties as assigned by supervisor
Driving Requirements
This position requires the employee to work out in the community and within foster homes throughout the Bay Area. Thus position requires employee to possess a valid CA drivers license and valid automobile insurance with his/her name on the verification card as an insured driver on the policy at all times. Position requires daily access to a car in safe working order.
