ABOUT THE ROLE

Reporting to the Manager Program Integrity and Education this position is responsible for the investigation of fraud court assignment and regulatory noncompliance activities and the recovery and collection of funds from clients and from other agencies under legislative authority. Also responsible for the internal program audit of legislative regional and department policies practices and standards as they relate to program delivery.

WHAT YOULL BE DOING

Supervises staff in their investigations case planning case management and reporting activities. Authorizes all submissions to York Regional Police. Conducts confidential program investigations at the request of senior management.
Reviews and approves noncompliance reports and case plans and investigation reports.
Prepares Social Benefits Tribunal reports and represents York Region at provincial Tribunal hearings as required. Represents the Region as a witness at court hearings.
Assists and counsels staff with problem cases to develop action plans and review alternatives.
Reviews legislation and provincial guidelines recommends new policies or changes to existing policies develops standard practices for the Department to maintain program consistency.
Responds to enquiries from York Regional Police and other police forces the Crown Attorney lawyers the Provincial Government clients and advocates.
Supervises use of program database(s).Supervises use of program applications and provides oversight for access controls and audits of third party applications.
Ensures maximum recovery of monies owing to the Region.
Supervises staff in the recording reporting and recovery of overpayments property liens and courtordered assignments and in the collection of monies owed to the Region recommends and implements collection practicesas appropriate..
Ensures that service and programs are delivered in accordance with appropriate legislation and policy including an analysis of program efficiency and effectiveness.
Supervises internal program audits and evaluations in social services and housing programs including the preparation of the reviews terms of reference the final evaluation reports and their recommendations. Coordinates with Corporate Audit as appropriate.
Determines effectiveness of a program or project against predetermined standards.
Identifies training issues from audits and eligibility reviews.
Recommends the annual Program Evaluation Workplan to the Manager and Director.

WHAT WERE LOOKING FOR

Successful completion of a University Degree in Social Science Business Administration or related field or approved equivalent combination of education and experience.
Minimum five 5 years directly related experience in direct casework eligibility review program audits needs testing and cost recovery/collections in a Social Services field and minimum two 2 years of direct supervisory experience.
Satisfactory Police Criminal Background Check.
Demonstrated knowledge of applicable legislation and industry standards and current practices.
Demonstrated knowledge of relevant Standards Acts and Regulations.
Ability to demonstrate the Regions leadership and core competencies.
Sound knowledge of investigation interviewing and rules of evidence.
Strong knowledge of internal controls and understanding of risk identification and assessment.
Demonstrated report writing analytical and project management skills to meet program objectives and work to tight deadlines.
Demonstrated ability to plan coordinate implement and evaluate programs and services in assigned program area and to develop and implement change management plans.
Ability to interpret a variety of legislation explain complex legal issues and terminology analyse issues and make timely decisions in accordance with appropriate legislation and the needs of the organisation.
Staff supervisory skills including knowledge of collective agreement administration and interpretation labour relations principles and practices and relevant employment legislation.
Excellent interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships.
