The WSLCB Finance Division is announcing an exciting opportunity for a Fiscal Analyst 2 position inOlympia WA.This position serves and complements the mission of the WSLCB by providing excellent customer service to our internal and external customers. This position complies with all laws and rules federal policies and regulations state policies and regulations governed by the Office of Financial Management (OFM) Generally Accepted Accounting Principles (GAAP) Governmental Accounting Standards Board (GASB) and WSLCB policies/procedures related to accounting. The successful candidate will have the ability to provide timely and accurate financial data ensuring efficiency and maximum benefit of state resources.
As a Fiscal Analyst 2 (FA2 in the General Accounting Unit you will perform a variety of accounts receivable duties. Your main responsibility will be to process incoming payments received through the mail complete daily deposits receive electronic funds transfers (EFTs) and record the cash receipts. The General Accounting Units responsibilities include accounts payable accounts receivable travel and asset management.

Duties
Primary Duties Include:
- Analyze documents and funds received for the daily deposit to determine what the funds are paying for who to deliver the backup documentation to and how the funds should be recorded in the state accounting system.
- Prepare the daily check deposit via the remote deposit capture procedure.
- Process daily lockbox revenue.
- Prepare daily cash journal receipt (A8 for electronic fund transfers (EFTs)
- Review daily cash journal receipt (A8 completed by the Tax and Fee Unit and enter A8 information into TM$ and in Financial Toolbox daily by 3:00 p.m.
- Ensure fiscal year end deposits are prepared and deposited according to OST deadlines.
- Contact customers or vendors to gather more information when necessary to ensure funds are applied correctly.
- Return payments to payor with a letter of explanation within 24 hours of receipt when errors are determined.
- Allocate money received to the appropriate expenditure revenue or general ledger codes in the daily cash log and daily lockbox log; record to AFRS daily.
- Process daily interagency payment (IAP) by fund emails weekly to record the Business Licensing Service (BLS) transfer to proper revenue codes.
- Record bank deposit adjustments ensuring they are prepared and deposited according to the Office of State Treasurer (OST) requirements.
- Monitor balances in revenue source code 09 xx to ensure accuracy and ensure balances in 09 xx are cleared out monthly.
- Monitor and process canceled checks reissued checks and maintain/update reconciliation spreadsheet as appropriate.
- Monitor shared General Accounting email box.
- When needed as backup record Statute of Limitations (SOL) cancellations Automated Clearing House (ACH) returns regular warrant cancelations and reissues.
Qualifications
- Required Qualifications:
Option 1
Five 5 years of professional experience in an area related to financial fiscal accounting auditing budgeting or payroll andincluding 18 quarter or 12 semester hours in collegelevel accounting auditing or budgeting credits ora commitment toattain the required credit hours in 18 months.
Option 2
An associates degree in a financialrelated field or business administration which includes 18 quarter or 12 semester hours in accounting auditing or budgeting ora commitment toattain the required credit hours in 18 monthsandthree 3 year of professional experience in an area related to financial fiscal accounting auditing budgeting or payroll.
Option 3
A bachelors degree or above in a financialrelated field or business administration which includes 18 quarter or 12 semester hours in accounting auditing or budgeting ora commitment toattain the required credit hours in 18 monthsandone 1 year of professional experience in an area related to financial fiscal accounting auditing budgeting or payroll.The following certifications or degree may substitute for one year of experience:- Certified Public Accountant
- Certified Internal Auditor
- Certified Government Financial Manager
- Certified Management Accountant
Our ideal candidate will also have the following desired qualifications:
- Knowledge and understanding of Generally Accepted Accounting Principles (GAAP) government accounting and internal control processes.
- Proficient in Microsoft Office programs: Word Excel Outlook Power Point.
- General ledger accounts reconciliation experience.
- Experience with tax systems or efiling systems.
- Familiar with:
- Washington State Administrative and Accounting Manual (SAAM).
- Revised Code of Washington (RCW).
- Washington Administrative Codes (WAC).
- Agency Financial Reporting System (AFRS).
- Capital Asset Management System (CAMS).
