Works as part of the departments Finance Division as the lead procurement analyst to perform the following duties:
- Procures a wide variety of goods and services for DPSC.
- Performs duties related to contract administration accounts payable and accounts receivable processes.
- Researches interprets monitors and analyzes procurement travel and accounts payable policies and procedures to ensure DPSC compliance.
- Utilizes county enterprise financial system (FOCUS) Finance & Budget and Procurement modules and the Vendor Invoice Management system (VIMS). Reviews PO nonPO and procurement card invoices and performs analyses and implementation of various polices and procedures to ensure timely and accurate vendor payment processing.
- Liaisons with the County Department of Procurement and Material Management and Department of Finance.
- Serves as backup to DPSCs travel coordinator.
- Serves as backup to a DPSC administrative assistant performing the acquisition and inventory of DPSC office supplies and other office management tasks.

Prepares financial statements and reports and reviews for accuracy;
Oversees the processing of budget procurement and/or payment documents;
Analyzes cost revenue and operating expenses;
Maintains special revenue/account funds;
Develops prepares and justifies the budget for a small agency or assists with budget
development for a large agency.
Required Knowledge Skills and Abilities

Knowledge of accounting theories bookkeeping public budgeting and grant administration;
General knowledge of laws ordinances and regulations governing municipal finance;
Ability to interpret automated financial reports and financial policies and procedures;
Ability to analyze revenue and expenses and make projections;
Ability to complete budget documents in accordance with the Department of Management andBudget.
Employment Standards
MINIMUM QUALIFICATIONS:

Graduation from an accredited fouryear college or university with a bachelors degree in accounting; or a bachelors degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts.
BRIDGE CLASS EMPLOYMENT STANDARDS:
Four years of increasingly complex technical administrative experience in the assignedfunctional area comparable to experience at the Administrative Assistant IV or higher class can serve as a bridge class enabling individuals who do not meet the educational orprofessional experience standards listed above to qualify for this class by possessing four yearsof increasingly complex technical administrative experience in the assigned functional areacomparable to experience at the Administrative Assistant IV or higher level.
The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education or for professional experience in order to qualify for other employment opportunities.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Certified Professional Public Buyer (CPPB) certification.
- Finance & Budget and Procurement modules of FOCUS certification.
- One year experience using eVA Virginias eProcurement Marketplace.
- One year of experience using an enterprise financial system.
- One year of experience in governmental accounting accounts payable and procurement.
- One year of experience managing competitive procurement solicitations and contracts for a governmental agency.
- One year of experience processing employee travel for a governmental agency.
- One year of experience with Microsoft Excel and Microsoft Word.
- One year of experience in training staff in policies and procedures in a financial setting.
- Ability to work independently and in a team environment be proactive in anticipating needs exercise good judgement use critical thinking skills and be highly organized.
- Exceptional communication skills verbally and in writing.
PHYSICAL REQUIREMENTS:
- Employee may be required to lift up to 15 pounds.
- Incumbent must be able to operate keyboard driven equipment.
- Job is generally sedentary in nature; however visual acuity is required to read data on computer monitor.
- Must communicate with others.
