Located within the Colorado Department of Human Services the Office of Adult Aging and Disability Services (OAADS) provides policy programs and services for Colorados most vulnerable adults older adults those with Intellectual and Developmental Disabilities and our nations veterans their spouses and Gold Star families living in our Veteran Community Living facilities. OAADS is responsible for policy development service provision and coordination program monitoring and evaluation and administrative oversight for all 64 county Adult Protective Services programs and programs and services provided by 16 Area Agencies on Aging (AAAs) across the state. OAADS also operates Disability Determination Services the states partnership with the Social Security Administration to assist and support in determining medical eligibility for Social Security. The Office also operates three statewide regional systems of support for individuals with intellectual and developmental disabilities that include residential group homes day habilitation and community based programs. The Office also directly operates four Veteran Community Living Centers (Longterm skilled nursing facilities) and has state oversight of one through a publicprivate partnership. Finally the Office serves as the State Entity that houses the State LongTerm Care Ombudsman Office which includes the State LongTerm Care Ombudsman Program and the State Program for AllInclusive Care for the Elderly (PACE) Ombudsman Program.

Please Note:This position has hybrid work arrangements MondayFriday 8:00 am5:00 pm. Given this is a salaried position the employee will be expected to work the hours to get tasks completed.

This position is being newly created within the Office of Adult Aging and Disability Services to act as the Chief Financial Officer for the Office. This position is necessary for the Office to have the level of leadership and oversight over all OAADS financial matters to effectively and efficiently operate the Office. The CFO position will oversee the Finance Unit within OAADS and monitor all fiscal activities within OAADS
Description of Job
The Chief Financial Officer will provide financial leadership and management for OAADS and to develop implement and oversee the tactical plans fiscal operations technological and other resource plans and related initiatives for the office. In the process this position works closely with the CDHS Chief Financial Officer the Office of State Planning and Budgeting (OSPB) the Joint Budget Committee (JBC). This position is responsible for maintaining an understanding of statutory and regulatory changes and legislative initiatives in fiscal policy and ensuring that the office and divisions operations are consistently uptodate. Additionally this position is the Offices representative finance expert on base budget initiatives fiscal policy analysis financial compliance grant and contract management resource allocation budget and rate calculations financial reporting projections JBC decision items and proposals that directly influence managements decisions. As a member of the OAADS Leadership Team this position helps establish strategic priorities of the Office and allocates resources needed to achieve those priorities.
Additionally as the Chief Financial Officer you can expect to:
MINIMUM QUALIFICATIONS:
Experience:
Ten 10 years of progressively responsible professional experience in government or private sector budgeting finance or contract administration culminating in seniorlevel management of a complex (multidisciplinary) organization that must have included at least:
Experience in professional budgeting finance or contract administration in the government or private sector.
Experience with a legislative budget process including preparing budgeting requests submitting responses to the legislature and experience analyzing the fiscal impact of legislation.
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to ten 10 years
Preferred qualifications:
Masters degree in Finance Public Administration Business Administration or closely related field
Experience managing multidiscipline human service programs that included successfully managing subordinate executives a milliondollar or greater budget that included federal grant monies and managing accountability to an outside auditing organization
Experience as a Chief Financial Officer
Proven experience in public sector contract management budget and governmental financial management
Experience supervising employees working in the budget finance or contract field
Experience in strategic planning
Experience with a legislative budget process including preparing budgeting requests submitting responses to the legislature and experience analyzing the fiscal impact of legislation
Experience with the State of Colorado fiscal and procurement rules
Experience managing and directing administrative processes in a governmental organization which includes the ability to develop proven interagency relationships with local state and federal agencies
Extensive knowledge of the legislative processes government funding and the State accounting and procurement systems
Experience in outcomesbased funding and/or performance management
Required Competencies:
Proven experience in budget financial and contractual management
Proven experience in policy analysis development and implementation
Proven experience managing staff with diverse professional experience and qualifications
Excellent interpersonal verbal and written communication and public speaking skills
Ability to work in a complex political environment
Excellent negotiation and consensusbuilding skills
Ability to understand develop and implement performance and outcome measures managing effective operations while ensuring performance measures are met
Proven ability to provide analytical expertise in strategic planning operational effectiveness and progressive evaluation of measurements
Proven ability to provide efficient and effective customer service to the stakeholders of Colorado which includes exemplary responsiveness
Creation of objectives that measure efficiencies and the ability to implement and improve operations through effective performance measures
Ability to establish priorities and to plan coordinate and monitor the work of others; ability to make timely decisions; ability to coach mentor motivate and develop staff and encourage good performance
Takes ownership of all responsibilities and honors commitments; delivers outputs within prescribed time; operates in compliance with organizational regulations and rules; supports subordinates provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit where applicable
Demonstrated flexibility in leadership by performing and /or overseeing the analysis of complex human resources financial or administrative management policy and program issues; proven record of building and managing teams and creating an enabling environment including the ability to effectively lead supervise mentor develop and evaluate staff and design training/skills enhancement initiatives to ensure effective transfer of knowledge/skills; tact in negotiating skills; good judgment and decisionmaking skills
