Summary
The Vice President Renewable Project Development is responsible for resource assignments and deliverables as well as supporting the SVP NYPA Development in a fastpaced demanding environment with a high level of internal and external exposure. The Vice President brings a track record of development and of successful competitive grid scale growth strategies including origination through to commercial operation of projects. The position will work collaboratively with technical support from Utility Operations Strategic Supply Chain Management Finance and Legal amongst other corporate functions on the development of projects and partnerships. Through these development activities the role is critical to NYPA fulfilling its underlying mission to advance a clean energy future and the economic growth and competitiveness of New York State.
Responsibilities
- Develop and gain approval from Senior Management for the Departments vision and business plan; ensuring alignment with NYPAs core strategy and short and longterm objectives with input from across the organization.
- Lead the Renewable Project Development team to successful project ensuring responsibilities authorities and accountability of department personnel are defined and understood.
- Negotiate major commercial and technical agreements with state and federal agencies project developers and other stakeholders required for the successful advancement of projects.
- Identify and develop renewable generation and energy storage projects in accordance with the Business Plan.
- Oversee staff to secure the necessary regulatory permits and approvals for the construction of new renewable generation and energy storage projects; ensuring the necessary resources internal and external are secured for the development and licensing of the projects.
- Stay up to date with market/policy knowledge (FERC ISO RTO) and relay information to team and internal/external stakeholders.
- Develop relationships across NYPA to successfully collaborate and execute Project Development initiatives.
- Develop and maintain external relationships with developers regulators engineering firms consultants and NYISO to support the identification and successful development of projects.
- Monitor project performance for delivery in accordance with the negotiated agreements and authorized spending levels.
- Supervise the preparation of the yearly operating budget for the Department.
- Assure development training and coaching of Department staff to optimize their talents and contributions and ensure attraction and retention of required professional talent.
- Represent NYPA on select task forces committees and boards.
- Attend meetings town halls conferences and other engagements as both a participant and speaker as needed.
Knowledge Skills and Abilities
- Ability to develop and maintain relationships with developers and regulatory agencies to identify project opportunities and facilitate their successful development.
- Knowledge of renewable generation technologies and power system requirements for the interconnection of renewable projects.
- Ability to conceptually assess project performance in the markets. Knowledge of the NYISO market is preferred.
- Ability to manage multidisciplinary aspects of project development and licensing.
- Strong collaborative and interpersonal skills to align internal functions communication and concurrence during project development licensing compliance and implementation.
- Demonstrated financial skills to assess project financial performance and to identify and understand a path for cost recovery.
- Ability to negotiate and resolve policy issues in concert with executive management regarding project development and licensing.
- Strong negotiating skills with the ability to negotiate NDAs MOUs PPAs and definitive agreements necessary to successfully develop projects.
- Excellent coaching skills including strong business writing and verbal presentation abilities are required.
- Ability to support a strategic change to meet organizational goals and establish an organizational vision and implement it in a continuously changing environment.
- Strong leadership skills with the proven ability to lead and execute business initiatives and provide tactical planning.
- Ability to maintain a trusted and collaborative relationship with senior executives across all business units.
- Demonstrated critical thinking skills and ability to express ideas clearly concisely and logically.
- Ability to assimilate information evaluate facts determine alternative solutions to problems and reach and communicate sound management and business decisions.
Education Experience and Certifications
- Bachelors degree required; Engineering economics environmental science finance or related discipline preferred.
- Masters degree in Business Administration engineering or economics is preferred.
- Minimum of 10 years of experience in energy infrastructure projects required.
- Minimum of 5 years of experience developing renewable generation or energy storage projects is preferred.
- Minimum of 5 years of experience managing staff is preferred.
- Experience interfacing with transmission organizations (NYISO and TOs) for interconnectionrelated issues and familiarity with energy markets is preferred.
- Regulatory experience with agencies such as FERC U.S. Corps of Engineers and Public Service/Utility Commissions is preferred.
