The Washington State Ferry (WSF) system is a crucial part of Washingtons transportation network connecting communities across Puget Sound and the San Juan Islands. With over 400 daily sailing on 10 routes it serves nearly 17 million passengers annually. WSF employs more than 1800 people who work on vessels at terminals in maintenance and at its Seattle headquarters.


The Opportunity

WSDOT is currently seeking Transportation Engineer 4 to perform final review and analysis of project documentation required to authorize funding for capital projects funded in WSDOTs Ferries Division.


This position is responsible for evaluating processing and approving Work Order Authorizations (WOA/spend authorizations) for WSFs Capital Program that allows the divisionwide expenditure of $540 million per biennium in state and federal funds. This includes monitoring project information in the Capital Connect relating to project scope schedule cost estimates and expenditure data is accurate and reasonable based on information from various sources. Independently analyzes data submitted for project scope schedule and budget change of prioritized projects.


What to Expect

Among the varied range of responsibilities held within this role you/the Transportation Engineer 4 will:

  • Perform final review and analysis of project documentation required to authorize state and federal funding.
  • Ensure compliance with federal and state laws rules and guidelines and WSDOT policies.
  • Ensure proper documentation is in place/recorded.
  • Recommend approval of Work Order Authorizations (WOAs)/spend authorization requests.
  • Monitor maintain and update project information in the appropriate files in TEIS and Capital Connect relating to project scope.
  • Schedule cost estimates and expenditure aging.
  • Prepare correspondence as directed relating to project scope estimates and scheduling information.



Qualifications

To be considered for this opportunity the following are required:

  • One 1 year of experience as a Transportation Engineer 3 or equivalent such as a Bridge Engineer 3 or Transportation Planning Specialist.
  • Three 3 years of professional transportation experience involving analysis and evaluation of transportation issues and finding creative solutions to complex transportation problems.

OR

  • Seven 7 years of experience in the Transportation Engineering field.


A Masters degree in one of the above fields with substitute for one year of the required experience.


It is preferred that qualified candidates also have:

  • One year of experience as a Transportation Engineer 3 or equivalent such as a Bridge Engineer 3 or Transportation Planning Specialist 3.
  • Seven Years of each of the following
    1. Understanding and interpreting thorough knowledge of technical engineering practices polices procedures and standards and applying this knowledge correctly to complete assigned work.
    2. Understanding interpreting and analyzing engineering and financial information.
    3. Understanding interpreting analyzing and correctly applying federal and state laws policies and procedures to assigned work.
    4. Understanding and interpreting complex information considering and researching alternative courses of action and making appropriate recommendations for action and/or formulate appropriate solutions.
    5. Building and maintaining trust and mutually beneficial professional relationships; and contributing positively to work groups and team projects.
    6. Communicating and interacting effectively with diverse customers and coworkers in a professional manner including communicating complex ideas clearly and effectively via telephone in writing or in person.
    7. Multitasking in a fastpaced environment and meeting expected deadlines.
  • Four 4 years of experience proficiently operating a personal computer or Mac to generate reports and spreadsheets using a variety of software/systems such as internet Windows Microsoft 365 (formerly Office) and mainframe or cloud applications.
  • Demonstrated an advanced working knowledge of Microsoft Office applications including spreadsheet database and graphic software as well as other computer applications required.
  • Demonstrated ability to function effectively in a multidisciplinary team environment working under tight deadlines follow instructions from supervisor and communicate clearly and professionally with diverse groups and individuals both verbally and in writing.
