This opportunity is for current Washington State Department of Revenue employees only.

RevenuesInterpretations & Technical Advice (ITA) Division is looking for a Rules Coordinator (Tax Policy Specialist 4 to join their team. As the Rules Coordinator youll get a chance to supervise a first rate team utilize your collaborative and global thinking skills and interact with internal and external DOR stakeholders while developing and managing agency tax policy analysis and application.

ITAis a policy division within the Department that focuses on advancing consistent legally sound and wellbalanced tax policy. The division is staffed by a team of talented and dedicated professionals. ITAs work centers around developing legal and policy analysis and technical advice on complex tax and program issues issuing public guidance including rules and interpretive statements and issuing letter rulings to taxpayers. ITA serves a wide variety of customers including other Department operating and policy divisions Executive Management taxpayers and businesses. The work ITA performs and that this position supports is critical in the development of state local and multistate policy. Duties

You will contribute to both agency and ITA goals by:

  • Developing and managing the departments rulemaking processes.
  • Leading an interdivisional rules review team to identify agency priorities for public guidance.
  • Prioritizing and assigning rules to team members for researching drafting and stakeholder engagement work.
  • Consulting with agency staff the ITA Assistant Director andProgram Manager and the Executive division regarding stakeholder engagement needs and strategies for moving forwardon complex and/or controversial issues.
  • Actively engaging with other members ofITAsmanagement team to identify develop and implement ITA goals and initiatives.
  • Supervising ITA team members including mentoring and coaching to enhance their successes and to support them in achieving division and professional goals.
  • Work with the TI&E Manager to implement new legislation.

Telework: This position has the flexibility to work remotely most of the time. The duty station is in Tumwater Washington and the successful candidate may need to occasionally travel to the office for key scheduled meetings or as operational needs dictate. Some candidates may qualify for travel reimbursement. Details of teleworking considerations will be addressed during the interview process.

Qualifications

Education:

Admission to practice law in the State of Washington; or graduation from an accredited school of law and current admission to practice before the highest court of a state.

AND

Experience:

Five years of experience as a Tax Policy Specialist or comparable experience as a government attorney or private attorney practicing in Washington State excise and/or property taxes. An LLM Masters in taxation or closely allied field will substitute for three years of experience.

OR

A Bachelors degree in business administration taxation finance accounting public administration or a related field

AND

Seven years of professional experience in tax policy analysis tax policy application or program administration.

Additional qualifying experience will substitute year for year for the required education.

  • Ability to use data and information to assess and understand issues evaluate options form accurate conclusions and make decisions
  • Ability to manage competing and constantly changing work assignments and priorities
  • Works quickly and thoroughly with sound judgment to summarize complex issues briefly and accurately
  • Ability to properly manage a project to provide a common understanding of the project among team members sponsors and stakeholders
  • Creative flexible and serviceoriented approach to work
  • Ability to work calmly in stressful operations
  • Committed to learning and selfimprovement
  • Takes personal responsibility for the quality and timeliness of work
