Job Responsibilities

Under general supervision the Training Officer plans develops schedules manages and presents a U.S. Department of Veterans Affairs (USDVA) and American Legion approved course of instruction and examination on Veterans benefits to Department Claims Representatives and County Veteran Affairs Officers (CVAOs) and their staff conducts annual/quarterly training and refresher training to assure continued qualification as representatives in the claims process. Serves as a claims representative to maintain proficiency. Serves as a subject matter expert and principal trainer for the departments Palmetto Pathfinder training program. Maintains training records for SCDVA staff members on all mandatory training. Manages all training external and internal for the Department. Manages system training for partner organizations In the South Carolina Veteran Coalition on use of the Combined Arms System.


Responsibilities of the Training Officer:

  • Under general supervision plans develops schedules manages and presents a U.S. Department of Veterans Affairs (USDVA) and American Legion approved course of Instruction and examination on Veterans benefits to Department Claims Representatives and County Veteran Affairs Officers (CVAOs); conducts annual/quarterly training and refresher training to assure continued qualification as representatives in the claims process. Serves as a claims representative to maintain proficiency. Works with the South Carolina County Veteran Affairs Officer Association to provide training at semiannual conferences that enhances services provided by County Veteran Affairs Officers to transitioning service members Veterans and family members they serve.
  • Serves as the lead facilitator for the Palmetto Pathfinder program which is the state Veteran mentorship program. Develops and updates curriculum for Pathfinder training as required. Conducts training for four Pathfinder courses and four sustainment training courses. Presents information clearly and effectively using a variety of teach methods and tools. Manages group dynamics to maintain a positive and productive environment during Pathfinder training sessions.
  • Develops and maintains the following courses. 1 Course instruction on Veterans benefits that follow the USDVA and American Legion requirements for accreditation of service organizations to include CVAOs; 2 Produces and maintains standardize testing materials testing that measure by using task condition and standard method of testing that adhere to requirements of the USDVA and American Legion; 3 Creates Accreditation Standard Operating Procedures (SOP) for SCDVA and each of the 46 CVAOs. Tracks and manages annual accreditation requirements to assure continued qualification as a representative in the claims process to include submission of the VA Form 21 and revocation of accreditation and on writing of letters to support actions when needed.
  • Understand the Departments Action Plan Metrics and reporting requirements. Completes all assigned data collection within reporting periods and analyses data for decisions. Employee is aware of the focus areas and strategic objectives of the department and works to advance the department and division priorities. Uses the division task tracker to review assigned tasks and provide updates to the supervisor. Follow prescribed policies from the department and division. Manages the departments Veteran Advocate Leader Orientation and Readiness Training.
  • Other duties as assigned.

Minimum and Additional Requirements

Bachelors degree in a field related to business management operations management or leadership developments and 5 years of experience in diverse organizations OR 5 years of experience leading organizations comprised of diverse elements over which the leader has limited to no authority.

Additional Requirements:

  • Overnight travel.
  • Work hours during the evening weekend and emergency situations.
  • Routine driver duties.
  • Frequent lifting: 20 lbs.
