This vacancy announcement pertains to law enforcement and/or governmental officials within INTERPOLs member countries only.

Created in 1923 it facilitates crossborder police cooperation and supports and assists all organizations authorities and services whose mission is to prevent or combat international crime. INTERPOL is now looking for a qualified candidate as a Spechialized Officerwithin the Operational Support and Analysis Directoratewhich is part of the Police Services Executive Directorate.

SUMMARY OF THE ASSIGNED DUTIES

INCLUDING GOALS AND OBJECTIVES OF THE POST

Within the Executive Directorate police Services (EDPS) and Operational Support & Analysis Directorate (OSA) the Forensics and Police Data Management Subdirectorate (FPDM) is responsible for maintaining the Organizations travel and identity document databases. These databases and associated products such as the Frontex INTERPOL Electronic Library Database System (FIELDS) EdisonTD Document Information System Civil Status (DISCS) and allow member countries to share information on travel and identity documents in accordance with INTERPOL standards as defined by FPDM through INTERPOL channels.

The Specialized Officer will be primarily assigned to FIELDS a system jointly developed by INTERPOL and Frontex (European Border & Coast Guard Agency) giving police officers and border guards visual information in a simple format on the key markers that can indicate a counterfeit or forged document.

Under the supervision of the Senior Coordinator FIELDS the incumbent will be required to apply its travel & identity document authentication and border management knowledge to a diverse range of tasks as required by the needs of the FIELDS programme and its alignment with the overall border strategy of the organization.

PRINCIPAL DUTIES AND ACTIVITIES

In the order of importance indicate main duties and activities performed by the post holder: supervisory responsibility taking decisions etc.

DUTY 1

Under the supervision of Senior Coordinator FIELDS and in collaboration with the Counterfeit Currency and Security Document (CCSD) Unit:

  • Maintain and transmit to member countries a holistic understanding of all the INTERPOL document authentication databases and border management capabilities.
  • Assist FIELDS beneficiary countries authorities in the processing of information on travel and identity document fraud.
  • Support beneficiary countries in the procedure for publication/circulation of National Document Fraud Alerts.
  • Ensure that the use of the INTERPOL document authentication databases by beneficiary countries is compliant with INTERPOLs procedures and Rules on the Processing of Data (RPD) whilst identifying responding to and correcting in collaboration with CCSD any noncompliance issues where appropriate.
  • Serve as the FIELDS Central Units document authentication expert within FPDM in relation to collaboration with other OSA subdirectorates and departments in the General Secretariat such as Executive Directorate of Legal Affairs Information & Systems Technology Directorate Data Protection Office Specialized Crime SubDirectorates etc. on matters related to travel and identity document authentication.

DUTY 2

Support the FIELDS Central Unit in:

  • INTERPOLs travel and identity document product developments and policy.
  • Provide document authenticationrelated support such as data entry and data validation depending on the incumbents area of expertise.
  • As subject matter expert represent INTERPOL by participating in various working groups and international conferences when requested by the FPDM Assistant Director and/ or Senior Coordinator.

DUTY 3

Under the supervision of both the Senior Coordinator FIELDS and in collaboration with CCSD and the FIELDS Central Unit:

  • Develop training material and delivering training onsite and online related to the INTERPOL document authentication capabilities.
  • Produce reference material for member countries specialized agencies to assist in the authentication of travel and identity documents.
  • Participate in promotional activities to increase awareness of INTERPOL document authentication business products and best practices among stakeholders.
  • Support in the development and maintenance of the legal framework and SOPs enabling the processing of information on document authentication.

DUTY 4

Support the FIELDS Central Unit by:

  • Responding to member countries requests for assistance by providing for example technical information practical support or general advice related to document authentication.
  • Providing document forensic support to internal stakeholders as required.
  • Conducting outreach with member countries to collect information on travel and identity document authentication (e.g. specimen documents alerts etc. and understand border officer and document examiner needs at the national level.

Perform any other duties as required by the hierarchy.

QUALIFICATIONS COMPETENCIES AND SKILLS

Education and qualification required:

  • A minimum of threetofour years completed education at a University or other specialized higher education establishment. Ten years experience is required if the education qualification is not met.

Experience required:

  • At least three years of experience in identity and travel document authentication.
  • Recognized expertise and knowledge of technical and/or forensic analysis of travel identity and other securityprinted documents.
  • Thorough knowledge of border management procedures and related systems databases and tools.
  • Strong understanding of electronic Machine Readable Travel Documents (eMRTDs) related systems and standards.
  • Experience in document fraud detection methods modi operandi and evolving trends.
  • Ability to transfer knowledge on document fraud detection methods and border management procedures.
  • Working experience in an international context.
  • Experience in working in/with another international organization / international environment would be an asset.

languages:

  • Professional fluency in English is required.
  • Knowledge of any other language would be considered an additional asset.

Abilities required:
