* This position is financed by a thirdparty external to the Organization with funding provided by the donor. Although there is a commitment from the donor the appointment may be terminated prior to indicate official end date of project should the external funding for this position no longer be available. This position also carries in principle no expectation of renewal. Any potential subsequent extension will be subject to the terms of the Organizations Staff Manual to satisfactory performance and to availability of funds.

Tests/interviews in connection to this selection procedure will take place approximately 3 weeks after the deadline for applications. Applicants are kindly requested to plan their availability during this period accordingly in case they are shortlisted.

Selected candidates will be expected to report for duty approximately two to three months after receiving an offer of employment at the latest.

This selection exercise may be used to generate a reserve list of suitable candidates that may be used to address Organizations similar staffing needs in the future.

SUMMARY OF THE ASSIGNED DUTIES

INCLUDING GOALS AND OBJECTIVES OF THE POST

The Executive Directorate for Police Services (EDPS)/Organized and Emerging Crime (OEC) Directorate focuses primarily on operational activities including supporting member countries to carry out transnational operations and also provides investigative support to member countries. Within the Vulnerable Communities (VCO) SubDirectorate and under the supervision and guidance of the management the incumbent will perform its role in Crimes against Children (CAC) by ensuring the quality of the cases referrals produced by the INTERPOL CAC Victim Identification and Criminal analysis teams their followup within member countries and being potentially deployed within national specialized unit and National Central Bureaus to provide on the ground assistance.

PRINCIPAL DUTIES AND ACTIVITIES

DUTY 1 Cases Issuance Tracking and Follow up

  • Issue and track case referrals sent to member countries so that victim or offenders can be effectively identified.
  • Build trusted relationships with specialized units.
  • Followup on case referrals issued by the Victim Identification and Criminal Analysis teams.
  • Engage with National Central Bureaus (NCBs) Specialized units to ensure proper treatment.
  • Ensure the International Child Sexual Exploitation Database (ICSE DB) and/or other channels are used by specialized units to report outcomes to INTERPOL.
  • Focus on cases requiring Chinese speaking / Russian speaking / Arabic language skills.
  • Adopt a continuous improvement process to enhance the quality of cases referrals issued by the Victim Identification and Criminal Analysis teams.
  • Prepare and submit written communications and briefings review regularly documentation such as Standard Operating Procedures (SOP); make oral presentations as appropriate; complete and submit reports relevant to the activity; and prepare any additional documents as necessary or as directed by the hierarchy.

DUTY 2 Assistance to Member Countries

  • Provide support to NCBs and specialized units in understanding and analysis the case referrals data analysis triage of child abuse material victim identification interviews of suspects.
  • Organize operational support investigate support or rapid country support missions.
  • Be deployed to provide onsite assistance alone or as part of a multidisciplinary INTERPOL team.
  • Assist with outreach and liaison with internal and external stakeholders logistical and general administration of meetings and activities.
  • Prepare briefing documents and summary reports related to the ongoing activities by describing deliverables outcomes and recommendations.

DUTY 3 Capacity Builiding

  • Undertake activity to understand specific needs of member countries to improve the follow up of cases.
  • When appropriate participate in the capacity building activities development and delivery of specialized training courses for member countries (agenda curriculum design content lesson plans and deliverable outcomes).

DUTY 4

  • Perform any other duties as required by the hierarchy.

QUALIFICATIONS COMPETENCIES AND

SKILLS

EDUCATION AND QUALIFICATION REQUIRED:

Three to four years of completed education in a relevant field.

EXPERIENCE REQUIRED:

  • At least three years relevant experience in law enforcement related to Victim Identification / Child sexual abuse investigations.
  • Proven experience in international police cooperation.
  • Proven experience in coaching mentoring delivering technical training as well as operational procedure.

LANGUAGES:

  • Professional fluency in English and either excellent command of Russian or Chineseis required.
  • Proficiency in a second official working language of the Organization (Arabic French or Spanish) would be an asset.

ABILITIES REQUIRED:

  • Sound operational knowledge related to online Child sexual exploitation and abuse.
  • Sound knowledge of national capabilities in relation to combatting crimes against children.
  • Proven competencies related to supporting specialized units to process cyber tips and case referrals related to online child sexual exploitation and abuse.
  • Strong technical knowledge of tools used by law enforcement to combat online child sexual exploitation and abuse.
  • Ability to think/plan tactically and operationally.
  • Transform initiatives into new working practices.
  • Work within a multifaceted investigative team concept.
