Job Description

Reporting to the Chief Executive Officer this senior leadership position is responsible for operational oversight ensuring the effective daytoday operation of all client service delivery functions of the Agency through reporting staff. The Director position will link hospital and community programs and lead the integration and alignment of services to achieve improved/enhanced client care at both the strategic and community level as well as at the operational or client care level.

The Director Clinical Services identifies and explores opportunities for partnerships and collaborative working arrangements. In addition the incumbent will lead and manage organizational change to establish and maintain an environment that meets the changing needs of client care and aligns with the vision mission and values of the Agency.

RESPONSIBILITIES & DUTIES:

The position responsibilities include the following:


Key Deliverables:

  • Standardization of assessment intake case management and care plans;
  • Define patient/client barriers to care across systems;
  • Improve patient/client flow across systems;
  • Develop model for continuity of care transfer of care;
  • Streamline decision making;
  • Improve delivery of care performance across the Agency ;
  • Demonstrate efficiencies within the Mental health system;
  • Optimize capacity and activities
  • Sharing of experience expertise and leading practices;
  • Development of a collaborative team environment;

Operational Planning and Clinical Leadership:

  • Ensures operational planning and reporting requirements are met in accordance with funding source board of directors strategic plan or other internal or external directives or guidelines.
  • Provides leadership and guidance to the planning and operational management decision making process ensuring Agency services are consistent through WindsorEssex.
  • Develops and implements Ontario Health and MoHLTC directives and others as applicable:
  • Provides leadership for the implementation of strategic plan priorities and develops status reports for the respective Boards of Directors;
  • Provides overall leadership and operational oversight to all Agency programs and service
  • Supports the project and change management processed for programs services and staff;
  • In conjunction with the CEO develops the Agencys operational and strategic plan implementation
  • Develops organizational performance measurements to monitor attainment of operational goals and objectives and develops reports for internal and external stakeholders.

Human Resources Management:

  • Ensures the development of staff through effective delegation of responsibilities training coaching and timely performance management principles;
  • Develops job performance measurements for reporting staff;
  • Provides leadership to Management regarding effective utilization of human resources;
  • Manages direct reports including but not limited to: delegation of work daytoday supervision managing performance coaching conducting performance appraisals etc.;
  • Ensures compliance with relevant legislation including protection of client and employee rights i.e. Privacy Human Rights Mental Health Act etc.;
  • Recognizes formally and informally the work of staff; and
  • Encourages and supports professional development.

Financial and Administrative Operational Management:

  • Directs the financial and administrative operations of client services program budgets;
  • Ensures compliance with funding source operating requirements;
  • Ensures the development and maintenance of policies and procedures required to facilitate effective and efficient operation of services; and
  • Recommends new and/or revised operational and administrative policies and procedures.

Quality:

  • Ensures that continuous quality improvement is an operational goal;
  • Ensures that indicators and metrics are developed to monitor quality initiatives;
  • Analyses trends and directs the development of remedies and performance improvement;
  • Looks for improvements consistently i.e. committed to continuous quality improvement in all operational areas;
  • Monitors quality of own work and those of reporting staff; and
  • Finds root cause of quality problems and develops remedial action.

Community Liaison & Advocate:

  • Serves as the organizational resource or the CEOs delegate to internal and external advisory committees and task forces including acting as a liaison with Ontario Health hospitals and partners as required.
  • Ensures the Agencys mission and vision is clear and represented consistently in all external interactions.
  • Provides operational leadership to committees and task forces on operations ensuring they meet their mandate and report as required

EDUCATION & SKILLS:

  • Graduate degree in Social Work Nursing or related discipline BScN or Registered Nurse preferably with Canadian Certification in Psychiatric Mental Health Nursing.
  • Advanced practice and leadership experience in community and hospital mental health service delivery usually gained by minimum of 8 years working in a community based mental health service delivery organization at a senior leadership level.
  • Experience in Human Resource Management. Certification in management or leadership or clearly demonstrated experience at a senior management level.
  • Planning and organizational abilities to lead and facilitate agency wide program development and operations
  • Human resources management skills to supervise management staff and to motivate staff at all levels of the organization;
  • Extensive knowledge of serious mental illness and trends in the provision of support services to people with such illnesses including their impact upon personality social aspects of mental and emotional disturbances with the population;
  • Extensive knowledge of the support/treatment services network and of issues which will impact on this network;
  • Demonstrated clinical consultation excellence in the delivery of consumercentred community mental health services;
  • Demonstrated knowledge of the principles and techniques of case management of mental illness and their application to provide support to management staff
  • Ability to determine prioritize and schedule multiple tasks over numerous sites;
  • Excellent communication skills listens well approaches problems calmly and ask questions to understand the issue prior to taking action;
  • Welldeveloped written and verbal communication skills;
  • Ability to remain calm in high pressure situations and provide clear direction to reporting staff;
  • Demonstrated analytical/problem solving and negotiation skills;
  • Maintains composure even in tense or difficult situation always balancing the needs of the client or staff member with the overall needs of the organization;
  • Takes a strategic approach to problems always considering the implication of decisions on agency goals;
  • Practices effective conflict resolution when faced with conflict between leadership team members;
  • Demonstrated budget management experience;
  • Experience working in a unionized environment.
  • Bilingualism in both official languages would be an asset.

Hours of Work: ThirtyFive 35 hour work week. The agencys regular hours of operation are Monday to Friday 8:30 AM to 4:30 PM. Flexible hours are required to meet client and service needs.

Salary range: $116855..00 annually.

This salary range represents Steps 1 through Job Rate for Band 9 and is inclusive to the maximum earning potential of this role. Compensation within the range will be based on the experience of the incumbent.

Compensation includes a competitive and comprehensive benefit Healthcare of Ontario Pension Plan (HOOPP) vacation and sick leave package.
