About the Role
The Finance and Administration Section is seeking a highly organized and detailoriented Financial Analyst (Business and Finance Officer II) with strong communication and critical thinking skills. This role involves grant accounting the management of state and federal grants and financial reporting. Responsibilities will include billing and reporting for grants and interlocal agreements conducting data analysis to prepare financial reports ensuring compliance with financial regulations timely and accurate of transactions and providing budget support. The ideal candidate will demonstrate sound judgment effective time management and have a solid understanding of generally accepted accounting principles (GAAP).
About the Team
The Water and Land Resources Division (WLRD) protects restores and manages King Countys water and land using the best available science innovation and collaborating with our partners and the community. WLRD employs scientists engineers policy experts ecologists and project managers dedicated to protecting the health and integrity of King Countys natural resources so that they can be enjoyed today and for generations to come. WLRD provides flood control services stormwater management and other natural resource management services throughout the county. The division has seven sections Stormwater Services (SWS) Rivers & Floodplain Management (RFMS) Rural & Regional Services (RRS) Science & Technical Support Environmental Lab Hazardous Waste and Finance & Administration (F&A).

Job Duties
What You Will be Doing:
- Assist the lead finance officer in the development of the biennium budget which includes reviewing and analyzing the programs capital budget and assisting in revisions to financial plans.
- Analyze federal state and local grant agreements to determine eligible expenditures for reimbursement prepare and submit monthly/quarterly billings and routine meetings with project managers to track grant billing progress.
- Provide finance and accounting support including quarterly general ledger (GL) reconciliations for the operating and capital funds.
- Ensure financial data accuracy by preparing and reviewing accounting transactions and monitoring and reconciling project and program expenditures and revenues and reporting on budgeted capital financials to maintain budget constraints.
- Support monthend and yearend financial closing processes by preparing and reviewing journal entries reconciling accounts and managing revenue and expenditure accruals while analyzing financial data to resolve discrepancies and ensuring timely and compliant financial reporting for management review.
- Other duties as assigned.
Experience Qualifications Knowledge Skills
Qualifications You Bring:
- Bachelors degree in Accounting Finance Business Administration OR a related field and/or any equivalent combination of education and experience.
- A minimum of three years of experience in financial data analysis including handson experience with preparation of financial reports evaluating large datasets from diverse sources to generate actionable insights reconciling accounts and providing accurate reporting to aid in decisionmaking.
- Strong understanding of GAAP with expertise in monthend and yearend closing processes GL reconciliation financial analysis and producing accurate financial reports. Highly skilled at ensuring data integrity and accuracy.
- Ability to work effectively both independently and with teams using strong interpersonal and communication skills to build collaboration ensure effective teamwork and achieve project success.
- Demonstrated expertise in prioritizing tasks managing multiple responsibilities independently and maintaining efficiency under pressure. Skilled in planning organizing and balancing conflicting priorities to consistently meet tight deadlines with high standards of accuracy.
- Ability to translate complex financial and accounting concepts into clear and concise language for a nonfinance or accounting audience to engage effectively.
- Proficiency in Microsoft Excel including advanced skills with data visualization pivot tables pivot charts data validation and conditional formatting.
- A learning mindset with an eye towards continuous process improvements.

It Would Be Nice If You Also Bring:
- Experienced in the use of ERP financial systems and business intelligence tools such as Oracle Enterprise Business Solutions (EBS) and Microsoft Power BI
- Experience with compliance rules and billing procedures federal state and local government grants.
- Experience in budgeting forecasting and financial modeling.
Supplemental Information
Working Conditions:
- Remote and Onsite Work Details:
Employees in this role work remotely from a home location with onsite reporting requirements typically monthly. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center 201 S. Jackson St Seattle WA 98104. This work arrangement promotes worklifebalance and reduces carbon footprint under the departments vision of Green Where We Work. - Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule: This fulltime position works a 40hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation: This position is represented by Teamsters Local 117.
