Duties and Responsibilities **denotes essential functions)

Functions as secondincommand of the University of Hawaii at Hilo (UH Hilo) Campus Security Department serving as the Acting Chief/Director of the UH Hilo Campus Security Department in the absence of the Chief/Director.

  1. ** The primary responsibilities of this position include supervising the daily activities of the UH Hilo Campus Security Department including field operations professional standards training and security department activities and programs.

  2. ** Assists the Director in the planning and management of safety and security activities for the UH Hilo Campus Security Department including department scheduling.

  3. ** Ensures efficient and effective routine daily operation of the department.

  4. Ensures department personnel compliance with University policy and procedures along with department general orders and standard operating procedures.

  5. ** Develops comprehensive programs designed to effectively correct operational deficiencies.

  6. ** Coordinates the development of multiyear goals objectives and strategic plans.

  7. ** Coordinates the development and administration of department programs policies and procedures.

  8. **Coordinates the recruitment selection training evaluation and discipline of department staff.

  9. Represent UH Hilo to local state and federal law enforcement fire or safety and security agencies as assigned by the Director.

  10. Routinely interacts with and provides assistance to members of the campus community visitors and first responders i.e.: fire medical and other police personnel.

  11. Provides public awareness and community education presentations.

  12. ** Manages the implementation and delivery of loss prevention programs and coordinates building inspections to assure compliance with public safety and security best practices.

  13. ** Plans and manages crime prevention and incident investigation activities including the scheduling and assignment of security officers and other staff.

  14. Coordinates and manages the development implementation and application of campuswide computerized safety and security systems.

  15. ** Assists the Director in the management and analysis of statistical data regarding crime patterns staffing and departmental activities.

  16. ** Coordinates campuswide emergency response systems and communicates vital information including emergency alerts as required.

  17. Manages the storage and disposition of campuswide lost and found property and department property and evidence storage.

  18. Prepares detailed analyses and reports for management review.

  19. ** Assists with coordinating compliance with the Jeanne Clery Act.

  20. Responsible for the interpretation and application of privacy acts related to confidentiality of records and the reporting of campus crime incidents according to federal law.

  21. ** Proactively plans and directs the strategic deployment of staff for the purpose of protecting life and property and prevention of crime as well as the control of campus disturbances and demonstrations.

  22. ** Assists the Director in developing and implementing performance standards of all Campus Security personnel.

  23. ** Coordinates the development of UH Hilo trainings and certification classes (i.e. Instructor training/First Aid/CPR/AED nonviolent crisis intervention Defensive Tactics etc..

  24. **Coordinates educational and training programs fostering the awareness of the incidence of crime and methods of prevention as well as the protection of life and property.

  25. ** Develops incremental professional development plans for department staff to continually improve their skill sets; provides training opportunities and constructive feedback.

  26. Other duties as assigned.

Minimum Qualifications

  1. Possession of a baccalaureate degree in Criminology Sociology Public Administration or related field and2 year(s) of progressively responsible professional experience with responsibilities for the principles and practices of safety and security methods techniques and procedures; or equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.

  2. Considerable working knowledge of principles practices and techniques in the area of campus security as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.

  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with higher education and campus security.

  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.

  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.

  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.

  7. Demonstrated ability to operate a personal computer apply word processing software surveillance camera software report writing software and other security related tools and software.

  8. For supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.

  9. Professional experience in campus security law enforcement or other institutional safety and security.

  10. Two 2 years of administrative and management experience.

  11. Ability to interpret and apply laws rules and regulations to a variety of work situations; communicate effectively and work with a wide variety of people including the University community general public and supervision of staff.

  12. Ability to travel for purposes of attending meetings training and other activities.

  13. Possession of a valid drivers license.

Desirable Qualifications

  1. Experience working in a higher education setting.

  2. Knowledge and experience with the Jeanne Clery Act Title IX the Americans with Disabilities Act and FERPA.

  3. Experience working with video surveillance software.

  4. Experience with report writing software.

  5. Knowledge and experience of the FEMA National Incident Management System (NIMS) and Incident Command System (ICS).
