Job Description

Position Summary

The Applications Analyst is responsible for leading coordinating and collaborating with technical teams on the evaluation implementation and ongoing support of the Citys paperless content management and process automation initiatives.

Essential Duties and Responsibilities

  • Acts as the team lead for the Laserfiche innovation team.

  • Manages innovation projects including scope tasks schedule and stakeholders.

  • Gathers requirements for new innovation solutions.

  • Investigates diagnoses and resolves faults and errors in applications.

  • Develops applications in Laserfiche based on approved requirements including file plans reports forms and workflows.

  • Analyzesapprovesand makes changes to applications.

  • Oversees change management and risk management practices related to Laserfiche applications.
  • Maintains Laserfiche hardware software and operating procedures and policies.

  • Provides training and documentation for Laserfiche initiatives.

  • Assists in the implementation and support of other city applications.

  • Assiststechnology division with any other technology duties as needed.

  • Works flexible hours as needed to meet business needs.

  • Performs other duties as assigned.

Minimum and Desired Qualifications

Education
Associates degree in computer information systems project management or closely related field

Experience
Three years of experience of related experience

OR

Five years of experience which includes the above essential duties.

Licenses/Certifications

  • Valid drivers license
  • Laserfiche Gold Certification within 6 months of hire
  • Laserfiche Platinum Certification within 1 year of hire
Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Knowledge Skills & Abilities
  • Experiencein administering and supporting enterprise applications in a Microsoft Windowsenvironment.
  • Experience leadingteams.
  • Experience in application development including requirement gathering designimplementationand support.
  • Experience in the Microsoft environment including desktop operating systemsserver operating systems SQL server and Active Directory.
  • Experience in project management.
  • Ability to professionally exhibit cultural sensitivity patience and understanding inthe course of work duties.
  • Ability to relate to and work with individuals representing a variety of diversebackgrounds and cultures.
  • Ability to provide a level of customer service that meets/exceeds customerexpectation and satisfaction.

Desirable Qualifications
  • Experience in administering and using Laserfiche
  • Experience in supporting applications in a local government environment
  • Experience in formal Project Management methodologies
  • Experience in Microsoft SQL
  • Previous experience working with people from various cultural socioeconomic racial and ethnic backgrounds
  • Fluency in Spanish Hmong Lao Russian Somali or Vietnamese language(s)

Working Conditions

  • Core business hours are set by departments based on operational needs. Alternative schedules can be arranged but must comply with the Citys Alternative Work Arrangement policy.
  • Fulltime nonexempt nonunion position subject to a flexible schedule that includes a standard eight 8)hour work day Monday through Friday with occasional evenings. The Citys alternate work arrangement policy allows for working from home up to two days per week along with flexibility on hours and days worked.
  • This position also takes part in the Citys evening and weekend oncall duties which is rotated among 7 team members. The City compensates the oncall position an additional $475 per week plus hourly pay when responding to incidents.
  • Prolonged periods of standing bending sitting stooping kneeling climbing

  • Office environment; exposure to computer screens; working closely with others frequent interruptions.

  • Must be able to lift and carry or otherwise move 10 to 50 pounds regularly/occasionally.


Background Check
The City has determined that a criminal background check and Criminal Justice Information Services check are necessary for positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination 100. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70 on each step in the selection process will be placed on the eligible list. The Human Resources Department reserves the right to limit the number in any phase of the selection process.

The eligible list will expire one month after it has been established.
