The Department of Economic Security is seeking an experienced and highly motivated individual to join our team as a Program Administrator 2 (OFM Deputy Administrator). This position is responsible for work of significant difficulty in planning organizing and directing administrative activities of the Real Estate Risk Management and Support Services Units to include fiscal planning and budget management procurement occupational safety and risk management and oversight of daily operations for 91 facilities within DES. This position coordinates the development and management of DES properties in accordance with local State and Federal rules regulations and guidelines; develops and administers policies procedures and systems to ensure cost effective productive and efficient operations of DES properties and occupied space; ensures subordinate employees are informed of current standards to enable consistent implementation; provides assistance and support to the Administrator in problem solving project planning and management and development and of State goals and objectives; and supervises the work of employees in supporting roles including assigning workload and monitoring employee performance.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meetings of expected performance measures.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Essential Duties and Responsibilities include but are not limited to:

Oversees and administers the daytoday functions and operations of the Real Estate Risk Management and Support Services Units.
Develops policies procedures and systems to ensure productive efficient and safe operations in DES owned and leased properties.
Provides support to the Administrator in problem solving project planning and management and development and of stated goals and objectives.
Performs leader standard work ensuring subordinate staff engage in key components of the Arizona Management System (AMS) to include development and maintenance of standard work problem identification and resolution continuous improvement of work processes and communication using visual management and team huddles.
Coordinates the acquisition and development of properties and of related projects for DES facilities statewide.
Consults with Assistant Directors Program Managers designated divisional and program contacts Real Estate Manager and the Risk Manager to coordinate survey analyze and maintain Department plans for space utilization based on current and projected changes budget conditions and staffing needs.
As authorized oversee building closures during emergency situations ensuring occupants are notified and provided additional instructions as to alternate work areas and coordinate administrative leave if needed.

Knowledge of:

Administration with special reference to planning organizing and directing a comprehensive administrative service.
Programs including personnel budgetary Purchasing.
Organization planning; principles of management and supervision.
Government policy; relevant to DES policies procedures and risk management programs.

Skills in:

Administrative planning organizing directing and delegating.
Formulating policy and developing and implementing new strategies and procedures
Written and oral communication.
Establish priorities and effectively complete multiple tasks.

Ability to:

Plan evaluate and improve processes to aid in the development of solutions to complex systems problems.

Plan develop and coordinate multiple projects.

If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. R210207.11.
Successfully pass background and reference check; employment is contingent upon completion of the abovementioned process and the Agencys ability to reasonably accommodate any restrictions.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (EVerify).
