Harris County Pollution Control Services Department (HCPCS)Mission
The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air water and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County consistent with the protection of public health enjoyment of property and the protection of plant animal and marine life.

What you will do for Harris County Pollution Control

Under the supervision of the Compliance Services Supervisor the Compliance CoordinatorSolid Waste organizes and directs compliance related activities with regard to solid waste with the goal of protecting public health and the environment by bringing noncompliant individuals into compliance through cooperationeducation and training or court action as necessary.


Duties and Responsibilities:

  • Review investigation reports and issue violation notices regarding solid waste
  • Determine whether violations have been resolved and/or will require reinspection
  • Evaluate unresolved violations for possible civil prosecution
  • Conduct timely followup with violators and complainants
  • Coordinate reinspections with Field Services section
Coordinate enforcement activities between PCS and the Harris County Attorneys and Harris County District Attorneys offices by:
  • Providing technical assistance before and during trial or mediations
  • Assists the Administrative Secretary in mailing out Enforcement letters
  • Reviewing all draft court documents Original Petitions Temporary and Permanent Injunctions
  • Participating in negotiation of settlements
  • Coordinate enforcement activities with local state and federal agencies
Administrative:
  • Review all departmental inspection checklists forms and procedures for solid waste inspections
  • Assist in the development of forms and notices to be used in Field Services section
  • Assist in the response to open records requests
  • Ensure that confidential litigation information is not released to the public
  • Provide records to governmental agencies where appropriate and upon request
  • Maintain electronic documentation system
  • Maintain statistics on enforcement activities
  • Review and authorize standard operating procedures for solid waste inspections for the department
  • Draft and process Violation Notices notices for solid waste enforcement actions
  • Provide expertise to support solid waste related training
