The Department of Natural Resources (DNR) is seeking a Property and Acquisition Specialist 2 (PAS2 to join our statewide Communications Site Programa team responsible for managing the leases and land use of state trust lands that host towers buildings and equipment used for telecommunications public safety emergency response broadband access and more. This position plays a critical role in managing and overseeing communication site leases on state trust lands ensuring compliance with lease terms and supporting the programs financial integrity. Youll dig into lease agreements track payments and deadlines coordinate with lessees and legal teams and conduct audits that help ensure the agency collects appropriate revenue while maintaining responsible stewardship of public lands. If you love solving puzzles figuring out why things are the way they are and following a trail until a solution is found this job will keep you energized. Duties

Responsibilities:

  • Support the intake review and processing of new lease proposals amendments and renewals.
  • Monitor leases for compliance with terms rent schedules and insurance requirements.
  • Assist with rent calculations CPI/PPI adjustments and financial reviews.
  • Participate in lease audits to verify use and payments.
  • Maintain accurate lease records in agency systems (NaturE LAMS).
  • Coordinate with staff fiscal teams and legal to align lease administration.
  • Identify and help resolve discrepancies in payments or lease terms.
  • Respond to lessee and public inquiries with clear solutionfocused communication.
  • Apply agency policies and legal standards to lease management.
  • Support process improvements and data integrity efforts.

Qualifications

Required Qualifications:

  • An associates degree in Real Estate Business Administration Finance Land Management or a related field AND three 3 years of experience in leasing land management financial analysis or related areas;
    OR an equivalent combination of education and/or experience.
  • Knowledgeable in leasing processes with the ability to act as a key representative of the Department ensuring transparency maintaining agency standards and effectively managing partners communications throughout negotiations and agreements.
  • Knowledgeable in financial management principles including budgeting rent calculations financial reporting and contract administration with the ability to apply these skills to effectively perform the duties of the position.

Special Requirements and Conditions of Employment:
  • Obtain a Washington State Electronic Records Notary endorsement within 120 days of employment followed by a Remote Notary endorsement as a condition of employment.
  • The positions assigned duty station is the Natural Resource Building. Nearly all 95 of the work is performed in an office environment sitting at a desk or standing. Less than 5 of the work involves driving or visiting communication sites most often accompanied by a peer and within an improved environment such as a gravel lot or buildings.
  • Position requires a minor amount 5 of time in the field traveling alone or with one or two other staff between sites in the division; May also be required to travel within the state with overnight stays.
  • A valid unrestricted drivers license and two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
