This is a nonpermanent position open to current DOC employees only.


The Department of Corrections is seeking a highly motivated and qualified individual for the position of a nonpermanent Fiscal Analyst 3 at Headquarters in Tumwater Washington on a fulltime basis.


Whether the work is inside a prison in community corrections or in an administrative office the Washington State Department of Corrections professional staff experience a high degree of personal satisfaction knowing they are creating environments in which all incarcerated individuals can learn to make choices that contribute to a safer society.

Duties

Duties may include but are not limited to:


General ledger analysis

  • Analyze monitor and evaluate fiscal and accounting activity in assigned general ledgers.
  • Analyze monitor and evaluate fiscal and accounting activity between systems. Reconcile accounting activity between AFRS and CAMS; AFRS and Local Accounting Application ALF.
  • Monitor and research items reported on the unbalanced inprocess report and GL9920 clearing account ensuring no transaction remains unresolved for longer than 30 days.
  • Review variances in Reimbursable Projects monthly. Report Reimbursable variances to Local Business Managers Regional Business Managers and the Comptroller at fiscal month close.
  • Consults facility and field fiscal staff on accounting policies procedures and reporting systems.
  • Provide excellent customer service.


General Accounting

  • Monitor General Ledger 5194 accounting activity.
  • Unclaimed Property reports are filed to the Department of Revenue each year by the required deadline and that any unclaimed funds due to the Department are researched and filed for at least quarterly.
  • Analyze monitor and review payroll batches every Day 4 payroll period.
  • Assist with the reconciliation and distribution of credit card charges to AFRS by fiscal month close.
  • May prepare and/or review Local Fund bank reconciliations.
  • Review the monthly checklist throughout the month and ensure all tasks assigned to you are properly reviewed processed analyzed or reconciled as appropriate before fiscal month cutoff.
  • Assist coordination of fiscal month/year closing activities.
  • Assist with the development of fiscal procedures. Support EBSS Lean Project efforts by managing Performance Measurement data to include gathering and organizing data in a matter than can be communicated effectively. Provide consultative services on existing accounting and fiscal processes and procedures.
  • Assist Local Specialty Funds and Capital Programs within FCU with general ledger analysis or accounting tasks as needed.


Perform lead duties to junior level staff in FCU

  • Provide leadership instruction and training to staff.
  • Give guidance and constructive feedback and inform supervisors of any issues.

Qualifications

Required Qualifications:

  • High School Diploma or GED
  • 12 Semester or 18 Quarter hours of accounting credits from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent
  • Three 3 years of relevant professional experience. Relevant experience is defined as Fiscal Analyst 1 or above level work.
    • Provided that a candidate possesses a degree focused on accounting or business management/administration: an AA degree can be equivalent to 1 year required work experience and BA degree or above can be equivalent to 2 years of required work experience. Equivalencies to be reviewed by Comptroller/designee degrees outside of focused areas will NOT count towards experience requirements.

Preferred Qualifications

  • Additional relevant professional experience at Fiscal Analyst 2 level.
  • A business focused bachelors degree from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent with minimum 20 accounting credits to include Accountingand Governmental Accounting.


Special Requirements/Conditions of Employment

  • Completion of Accounting 201 Accounting 202 and Governmental Accounting from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent within six months from date of hire.

Telework Details

This position may be eligible to telework after initial inoffice training is complete. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service. Employees are expected to perform assigned duties in a safe manner to take proper care all stateissued equipment and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility as business requires.
