Job Title: Construction Project Coordinator 2
Location: Chehalis WA FullTime/Onsite Only
Closes: Friday April 25th 2025
Salary:$5501 $7400 Monthly

We are looking for a Construction Project Coordinator 2 to join our team and support us in the Department of Children Youth and Families mission to protect children and strengthen families so they flourish. This is an exciting opportunity to be part of the capital team for DCYF and help plan and build the future of the built environment for serving the youth of Washington State.

The Opportunity:
As the Construction Project Coordinator 2 you will support the mission by providing construction project management services for capital funded construction projects and program funded maintenance and operation projects located at any of the Departments two secure residential facilities or eight 8 community facilities located across the state. You will lead all facets of capital project management functions including the oversight of planning design and permitting for various capital construction projects. This position is primarily in support of the Green Hill School Facility located in Chehalis WA and will be based there. However the position will support the other facilities as needed.

Some of what you will do:
  • Responsible for all facets of capital project identification and consultant identification and management functions including the oversight of planning design and permitting for various capital construction projects.
  • Solicit develop and negotiate Engineering & Architectural Services (E&AS) agreements personal service contracts and interagency agreements.
  • Administer E&AS agreements personal service contracts emergency contracts Public Works requests and interagency agreements.
  • Coordinate direct and review the development of designs or specifications by contractors for maintenance or construction of state buildings.
  • Serve as the Project Representative with consultants other contracted professionals and internal staff.
  • Work with external regulators and interested entities in determining best methods for resolving development and permitting issues related to capital projects.
  • Provide construction management services for capital construction projects to ensure compliance with contract documents.
  • Coordinate and direct the planning scheduling project and cost control of maintenance or building construction projects.
  • Administer E&AS construction management services.
  • Perform construction management services.
  • Verify the accuracy of invoices and approval for payment.
  • Raise contract dispute resolution issues to lead/supervisor change order negotiation and preparation services.
  • Coordinate with local facility staff during construction.
  • Develop written reports addressing progress and compliance issues.
  • Ensure all project closeout steps are followed and completed at the end of the project.
Required Qualifications:
  • Equivalent education and experience totaling five 5 years.
OR
  • A Bachelors degree involving major study in architecture engineering or closely allied field from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) AND One 1 year of experience in real property construction as a cost estimator involving the preparation of cost estimates for major real property development.

In addition to those required qualifications our ideal applicant will also have some or all of the following abilities:
  • Certification as a Cost Engineer based on certification by a recognized national association.

Previously demonstrated knowledge of:
  • Principles and practices of basic engineering concepts related to design of real property structures and systems.
  • Construction standards and practices including cost control and cost indices.
  • Construction scheduling.
  • Cash flow projection.
  • National and State building codes.
  • Contract bid practices.
  • Cost estimating principles and techniques.
  • Business planning and management science and construction disputes.
  • Cost accounting of direct indirect standard and overhead costs.
  • Productivity and value analysis.
Previously demonstrated ability to:
  • Provide for timely and accurate preparation of cost engineering services in anindependent manner.
  • Coordinate with department and division personnel.
  • Maintain a system of estimatingcostdata to provide current and historical reference material.
  • Provide cost control by utilizing modern procedures to effectively document disputes.
  • Evaluate construction schedules apply the latest statutory regulatory project types and management practices.
  • Determine project management aspects including staffing personnel administration payroll costs.
  • Provide technical costing advice to the legal department in cases of arbitration and/or lawsuits.
  • Provide longrange costs and/or escalation to the Division and other State agencies.
