Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Our Capital Projects Group (CPG) is looking for a Manager Traction Power & Guideway Electrical. Reporting to the Sr. Project Manager the role will manage the electrical and traction power scope as well as consultants for the Scarborough Subway Extension (SSE) and Yonge North Subway Extension (YNSE). The Manager will assist the Senior Project Manager in carrying out a variety of project management functions for the SSE/YNSE projects in a safe timely standardized and costeffective manner to deliver quality outcomes.


What will I be doing

  • Manage the traction power and electrical guideway systems for subway projects throughout the project life cycle including concept design inmarket phase development and implementation.
  • Oversee construction and commissioning activities with contractors related to traction power and electrical guideway systems.
  • Ensure compliance with contractual requirements by contractors concerning traction power and electrical guideway systems.
  • Participate in comment resolution meetings with contractors and subject matter experts to facilitate early resolution of key issues.
  • Report and escalate critical items to project leads that may significantly impact project scope budget or timelines.
  • Provide direction supervision training and guidance to consultants and project managers under direct supervision.
  • Support the Senior Project Manager in directing and leading the Technical Advisor (TA) Delivery Partner (DP) and other related project matters as needed.
  • Review and assist with administration of consultant contracts during all stages of project development and implementation including scope cost schedule and resource management; approve task sheets work plans progress reports and invoice payments; analyze and manage performance monthly expenditures and budgetary constraints.
  • Liaise with other project delivery team disciplines such as civil or architectural to ensure comprehensive integration with other nonsystems facility infrastructure elements.
  • Communicate regularly with various internal and external stakeholders partners government representatives contractors and vendors to advise communicate educate negotiate and/or persuade on issues within scope of responsibility.
  • Develop and manage relationships and partnerships to ensure affected internal and external parties are consulted and informed by liaising with the technical advisor stakeholder engagement team.
  • Support the project team in identifying and developing project scope and requirements project controls schedule and budget management contract administration quality and risk management progress monitoring/reporting and change management.
  • Administer and manage relevant agreements budgets and contracts; review and approve expenditures and service standards.
  • Develop processes procedures team workflows and structures to create greater performance efficiency and excellence.
  • Implement appropriate processes procedures and measures to ensure all safety regulatory and legal requirements related to areas of responsibility are fulfilled.
  • Ensure full compliance with all external regulatory agencies and partners required permits and approvals heighten awareness of the priority placed on safety and represent the organization with regulators as required.

What Skills and Qualifications Do I Need

  • Completion of a degree in Electrical Engineering or a related discipline or a combination of education training and experience deemed equivalent.
  • Demonstrates years of experience in design construction or project management on large complex multidisciplinary capital projects.
  • Registration as a Professional Engineer in the Province of Ontario is an asset.
  • Knowledge or experience in Traction Power Medium Voltage and Low Voltage distribution systems is an asset.
  • Experience in management or preparation of procurement documents including but not limited to project agreements
  • Project management experience to manage assigned multidisciplinary projects of high value and complexity and supervise staff engaged in all stages of project management from start to closeout
  • Experience in EPC or other major projects environment is an asset.
  • Interpersonal and oral/written/presentation skills to present complex and/or new ideas with clarity and simplicity and to liaise with all levels within and outside the organization and with specialists across multiple sectors.
  • Strong ability to analyze and synthesize data in order to draw appropriate conclusions that contribute to decision making.
  • Knowledge of passenger transportation industry and projects is an asset
  • Prior experience with municipalities transit agencies and electric utility companies is an asset
  • Knowledge of municipal TTC Metrolinx and other national or international rail and transit standards is an asset.
  • Prior experience with any aspect of design construction and commissioning of multidisciplinary transit projects is strongly desired
  • Knowledge of Design Bid Build (DBB) Design Build Finance (DBF) and/or Progressive Design Build (PDB) Contract Administration is an asset.
  • Knowledge of Contract Law Construction Liens Act the Occupational Health and Safety Act Environmental Assessment Act and the requirements of the Professional Engineers Act.
  • Knowledge of Human Resources legislation to monitor and manage employees and contractors including experience in the application of collective agreement provisions.
  • Strong problem solving and influencing skills to establish effective working relationships negotiate and deal with a variety of contacts both internal and external to the organization; along with the ability to gain cooperation from individuals not under direct authority
