Job Description

SCHOOL/DEPARTMENT: Human Resources

TYPE: Classified STATUS: Exempt SALARY LEVEL: $97647 Depending on Director Experience (DODE) up to 5 years full health benefits package)

REPORTS TO: Superintendent

DEFINITION: Under general direction oversees directs and manages human resources serving as a resource and maintaining staffing to ensure that personnel functions conform to District state and federal requirements

for Somerton School District No. 11.

ESSENTIAL FUNCTIONS:

TASKS:

Works closely with District administrators to ensure effective staffing; monitors District compliance with Governing Board Policy State and Federal laws regarding hiring evaluating disciplining and terminating employees; reviews recommendations for employee changes and forwards to Superintendent and Governing Board; recommends revises and interprets personnel policies procedures forms and regulations.

Strives for continuous improvement by analyzing data evaluating systems and timelines and making necessary recommendations to enhance human resources procedures and strategies. Interprets and administers the Employee Handbook Policies and Regulations set by the Governing Board.

Builds positive and productive relationships with various stakeholders. Oversees the recruitment selection hiring transferring onboarding and orientation processes for all employees hired by the district. Trains and advises supervisors and staff on various human resources policies regulations procedures and best practices.

Oversees and maintains personnel files including accuracy and integrity of the current human resources database system. Assists in the oversight of the compensation program and prepares and approves compensation offers. Oversees and provides guidance on staff discipline and performance evaluations procedures and practices.

Defines and measures the effectiveness of various human resources processes. Researches and remains current with federal and state laws and human resources management strategies; adheres to and acts as a resource for state and federal employment laws. Provides uptodate turnover statistics to support recruitment strategies.

Oversees monitors and organizes the Human Resources department in compliance with applicable Federal State and District rules regulations and ordinances; develops longterm goals objectives and priorities for the district.

Serves as a resource person to administrators Teachers and staff; answers questions regarding human resources and benefit matters; advises employees supervisors and management concerning solutions to employee relations and communications problems; reviews individual cases for appropriate actions; and performs related duties as assigned.

KNOWLEDGE SKILLS AND OTHER CHARACTERISTICS:

Knowledge of applicable Federal State and City laws codes regulations and ordinances relating to personnel management.

Knowledge of District personnel policies and procedures.

Knowledge of facilities and operations policies and procedures.

Knowledge of employee insurance and benefit programs.

Knowledge of management and supervisory principles practices and methods.

Knowledge of computers and related equipment hardware and software.

Skill in effective oral and written communications.

Skill in developing implementing and interpreting District personnel policies and procedures.

Skill in conducting analysis developing recommendations and preparing complex comprehensive reports.

Skill in planning developing and implementing departmental procedures and objectives.

Skill in effectively negotiating mediating and resolving human relations matters.

Skill in effectively supervising and delegating duties to assigned staff.

Skill in resolving customer complaints and concerns.

Skill in establishing and maintaining effective working relationships.

PHYSICAL REQUIREMENTS: Work is performed in an indoor environment. Work requires frequent standing walking sitting repetitive motion and vision to monitor.

QUALIFICATIONS: Bachelors degree in Human Resources Business Administration and five 5 years directly related administration/human resources experience including three 3 years supervisory experience. Must possess an Arizona driver license.

Depending on the needs of the district some incumbents in this class must be able to demonstrate fluency in both English and Spanish as a condition of employment.
