Job Description

SUMMARY:

Provides leadership and coordination of the Special Education Program to ensure provision of needed services for special needs students. Supports training and oversight of Individualized Education Program (IEP) required components monitors completion of service documentation and ensures compliance with all state federal and local requirements. Reviews and analyzes data to continually improve District processes related to compliance including regulations and best practices for School Health and Related Services.

MAJOR RESPONSIBILITIES AND DUTIES

Program Management

  • Serve as a liaison between the district and the Medicaid vendor and as the first point of contact for questions regarding SHARS RMTS and service documentation.
  • Coordinate training to include SHARS/Medicaid procedures and requirements involving information regarding Medicaid eligibility lists parent consent forms monitor and ensure Medicaid billing sessions are completed within prescribed timelines. Provide followup and review when necessary.
  • Implement the policies established by federal and state law State Board of Education rule and Local Board Policy in area of Special Education to ensure compliance.
  • Coordinate and support special education programs and services to meet students needs; plan the necessary time resources and materials to support teachers in accomplishing educational goals.
  • Ensure that student progress is evaluated on a systematic basis; obtain and use evaluative findings including student achievement data to gauge Special Education program effectiveness.
  • Compile maintain and file all reports records and other documents required for compliancemandated TEA correspondence and SHARS/Medicaid billing/documentation.
  • Provide compliance reports and data to Special education leadership staff evaluation specialists and District administrators on Results Driven Accountability indicators Federal Child Count Special Education Public Education Information Management System (PEIMS) student data and other TEA assigned monitoring activities.
  • Participate in development preparation and administration of the budget for supplies equipment and facilities in the area of assignment.

Staff Development

  • Plan and provide staff development for teachers administrators and staff in designated subject areas.
  • Disseminate information regarding current research and significant developments on the state and national levels in area assigned.
  • Observe classroom instruction and provide feedback and assistance to classroom teachers to facilitate improvement and innovation. Demonstrate teaching strategies with students in the classroom.

Policy Reports and Law

  • Assist the legal department with student discrimination complaints and investigations.
  • Maintain confidentiality.
  • Develop and maintain systems for retrieval of information in support of all programs; compile maintain file and secure all physical and computerized reports records and other required documents.
  • Pursue Professional Development activities for self and assigned staff; ensure that Professional Development activities are aligned with District goals and initiatives and current professional research.
  • Comply with all policies operating procedures legal requirements and verbal and written directives.
  • Comply with the Professional Code of Ethics and Standard Practices for Texas Educators.
  • Follow District safety protocols and emergency procedures.
  • Perform other related duties as assigned.

QUALIFICATIONS:

Education/Certification:

  • Bachelors degree
  • Valid Texas Special Education Teacher Certification or equivalent licensure
  • Masters degree (preferred)
  • Valid Texas administrator certificate (preferred)

Experience:

  • Three 3 years successful teaching experience
  • Successful experience as in instructional leader

SPECIAL KNOWLEGDGE/SKILLS/ABILITIES:

Special Knowledge/Skills:

  • Knowledge of federal and state law State Board of Education rules and Local Board Policy in the area of Special Education.
  • Knowledge of the individual needs of special needs students
  • Strong organizational communication and interpersonal skills
  • Skill in evaluating an effective Special Education Program
  • Skill in interpreting policy procedures and data
  • Skill in communicating with all levels of special needs students and their parents
  • Ability to coordinate District functions
  • Ability to interpret data and evaluate instruction programs and teaching effectiveness
  • Ability to develop and deliver training to adult learners
  • Strong organizational communication and interpersonal skills

SUPERVISORY RESPONSIBILITES:

  • Supervise and evaluate the performance of assigned staff.

MENTAL/PHYSICAL DEMANDS AND ENVIRONMENTAL FACTORS:

Tools/Equipment Used:

  • Standard office equipment including personal computer and peripherals

Posture:

  • Prolonged sitting; occasional bending/stooping pushing/pulling and twisting

Motion:

  • Repetitive hand motions frequent keyboarding and use of mouse; occasional reaching

Lifting:

  • Occasional light lifting and carrying (less than 15 pounds)

Environment:

  • Frequent districtwide travel; occasional statewide travel
  • Work to be completed onsite from assigned school or building
  • No remote work

Mental Demands:

  • Work with frequent interruptions; maintain emotional control under stress work; prolonged or irregular hours
