Job Description

Reports to: Deputy Director Food and Nutrition Services

Overview:

Founded in 1647 Boston Public Schools (BPS) is one of the oldest public school districts in the country. With more than 55000 students from 139 countries over 9000 employees and an annual budget of $1 billion Boston Public Schools is the largest most diverse district in Massachusetts.

BPS operates in 125 schools with a total of 125 kitchen sites and three service models overseen by the Food and Nutrition Services (FNS). Approximately 22000 breakfasts and 37000 lunches were served daily at no cost to the student. Total food and supplies managed by FNS annually total $40 million.

General Position Description:

Under the supervision of the Deputy Director Food and Nutrition Services the Human Resources Manager supports Food and Nutrition Services with employee relations attendance leave management training and education strategic staffing and culture change and people management.

This position is based at 370 Columbia Road Dorchester with travel required to all 125 school locations and other destinations (as needed). Working closely with field management site managers Food and Nutrition Services Central Office staff and the FNS Executive Team. The Human Resource Manager will proactively assess FNS needs and implement actions that effectively develop and leverage organizational talent.

The Human Resource Manager is the lead human resource liaison for Food and Nutrition Services with the Office of Labor Relations (OLR) Office of Legal Advisor (OLA) Office of Human Capital (OHC) and Office of Equity.

RESPONSIBILITIES:

Employee Relations

  • Manages and maintains appropriate Food and Nutrition staffing within budgetary constraints.
  • Enforces management guidelines by preparing updating and recommending human resource policies and procedures.
  • Serves as a liaison between the employee District and City of Boston to assist with employee programs
  • Prepares and manage Human Resource operations budget

Labor Relations Management

  • Adapts and enforces labor union contracts and ensure effective management procedures with FNS Executive Team and provide recommendations and updates for union contract negotiations
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements conducting investigations; as indicated maintaining records and representing the organization at hearings arbitrations and settlement agreements.
  • Serves as a liaison between the FNS District and Union Representatives to negotiate and lead joint labor sessions

Training & Education

  • Oversees the planning and of all FNS training and Professional Development; tracks and maintains completion required for each position annually
  • Prepares new hires for assignments by establishing and conducting orientation and training programs
  • Plans and executes all staff and central office professional development including a career progression framework for staff advancement
  • Manages human resource staff by recruiting selecting orienting and training employees.
  • Ensures planning monitoring and appraisal of employee work by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; and counseling employees and supervisors
  • Oversees the implementation of the Training and Education Development Committee composed of FNS management and union representatives
  • Cultivates professional and technical knowledge by attending educational workshops reviewing professional publications and establishing personal networks.

Attendance & Leave Management

  • Serves as the liaison between Food and Nutrition Services and Office of Human Capital ensuring timely management of leave requests
  • Implements policies and programs to reduce absenteeism including Absence Without Official Leave (AWOL) and turnover

Strategic Staffing and Culture Change

  • Maintains the work structure by updating job requirements and job descriptions for all positions.
  • Supports organization staff by establishing a recruiting testing and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; and recommending changes.
  • Works with the Office of Human Capital to implement a streamlined recruiting and onboarding process for all vacancies
  • Develops and recommend programs for culture change to Executive Team; implements as agreed
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements conducting investigations; as indicated maintaining records and representing the organization at hearings.
  • Enforces management guidelines by preparing updating and recommending human resource policies and procedures.

All other duties as assigned.

QUALIFICATIONS REQUIRED:

  • Bachelors degree in Human Resources Business Administration or a related field.
  • Minimum 35 years of professional experience in Human Resources
  • Experience with full cycle recruitment and facilitating new hire orientation
  • Experience working with bargaining units labor negotiations mediation and workplace investigations
  • Budget management experience
  • Excellent skills in: computer and data analytics verbal and written communication quantitativebased decision making
  • Excellent and creative problemsolving skills with the ability to act decisively
  • Organized and detail oriented with ability to prioritize multitask meet deadlines and competing demands
  • Demonstrated strong interpersonal skills with ability to drive crossfunctional projects and work collaboratively
  • Flexible adaptable able to work under pressure
  • Current knowledge of key strategies and trends in human capital discipline
  • High professional standards of customer service and work quality
  • Motivated selfstarter able to work independently with commitment to positive outcomes
  • Negotiating teamwork and conflict management skills
  • Knowledge of Federal state and local employment law (e.g. FMLA FLSA ADA)
  • A valid drivers license is required

QUALIFICATIONS PREFERRED:

  • Masters degree in Human Resources Business Administration or a related field.
  • Society of Human Resource Management (SHRM) and/or HR Certification Institute (HRCI) certification
  • Second language proficiency in (Spanish Arabic Haitian Kreyol Chinese (Mandarin) Vietnamese Cape Verdean Creole Portuguese or Somali)
  • Experience with Oracle (PeopleSoft) operating system
