Are you a dynamic resultsoriented leader with a passion for public service and healthcare regulation The Arizona Medical Board and the Arizona Regulatory Board of Physician Assistants are seeking a visionary Executive Director to oversee the operation and management of these two critical state regulatory agencies. This is a unique opportunity to shape healthcare regulation in Arizona and ensure the safety and wellbeing of the public.

Position Overview

The Executive Director is responsible for the comprehensive management and strategic direction of the Arizona Medical Board and the Arizona Regulatory Board of Physician Assistants. This role is defined by A.R.S. 321405 and referenced in A.R.S. 322505.

As the Executive Director you will:

Strategic Leadership: Examine trends and developments in healthcare regulation recommend policies and procedures and oversee research and analysis of issues impacting licensees and the Boards.

Policy Development: Direct the creation of rules substantive policy statements and initiatives to address emerging regulatory challenges.

Stakeholder Engagement: Serve as the principal spokesperson for the Boards fostering relationships with governmental agencies professional organizations medical schools consumer groups and the media.

Legislative Advocacy: Collaborate with legislators and stakeholders to advance Boardsponsored bills analyze proposed legislation provide testimony and articulate Board positions effectively.

Operational Oversight: Manage budgets track revenue and expenditures implement costsaving measures and oversee assets equipment and Board records.

Human Resources: Lead all aspects of personnel management including recruitment performance evaluation and organizational development.

Job Duties:

Oversee interaction with all agencies and entities concerned with health care delivery and regulation including but not limited to the following below: These interactions are to include interpretation of the Boards work to these entities and constructive reception of pertinent input from them: Federal; state and local agencies; Federation of State Medical Boards; medical schools; hospitals and Arizona Medical Association; other professional medical organizations; Insurance organizations; Media; Citizen groups; Individual citizens; Health care providers.

Assures all internal activities of the staff are performed efficiently including but not limited to licensure complaints malpractice reports investigations interaction with Board Members and the public and other activities that may be added by law or Board action.

Identify new problems faced by the Board in the changing environment of health care delivery and regulation and initiate and monitor Board consideration of same.

Provides impartial presentation to the Board and others of relevant information on specific questions faced by the Board and when possible recommends action.

Represent the Board at meetings by speaking presenting and communicating to the Board and having educational information.

Ensures that contract services are provided adequately and appropriately by other state agencies and private companies.

Ensures that the operations of the Board mandated by law and Board policies are efficiently and effectively carried out.

Represents the Board at the legislation and acts as the designated Public Lobbyist for the agency.

Advises and guides the Board in its actions with specific recommendations.

Ensures compliance with Board Orders and Directives.

Lead Interagency Collaboration:

Oversee interactions with entities involved in healthcare delivery and regulation including:

Federal state and local agencies.

Federation of State Medical Boards.

Medical schools hospitals and the Arizona Medical Association.

Professional medical organizations insurance organizations and citizen groups.

Media healthcare providers and individual citizens.

Interpret the Boards work for these entities and constructively engage their input.

Efficient Operations Management:
Ensure the efficient performance of staff activities including licensure complaints malpractice reports investigations and public interaction as well as additional activities mandated by law or Board action.

Problem Identification and Resolution:

Identify emerging challenges in healthcare delivery and regulation initiate discussions and monitor Board consideration of new issues.

Policy Guidance and Recommendations:

Present impartial relevant information on specific issues to the Board accompanied by actionable recommendations.

Representation and Communication:

Represent the Board at meetings legislative sessions and other events by speaking presenting and providing educational information.

Contract Oversight:

Ensure adequate and appropriate delivery of contract services by state agencies and private companies.

Compliance and Legislative Advocacy:

Ensure compliance with Board orders directives and laws. Act as the Boards designated Public Lobbyist advising and guiding legislative efforts.

Knowledge Skills & Abilities (KSAs):

Knowledge of:

Applicable federal and state statutes regulations and rules regarding physicians various health and medicalrelated issues administrative functioning budgeting data processing purchasing procurement personnel other state and federal regulatory agencies other state medical boards.

The legislative process medical/hospital standards rehabilitation programs standards and treatments and medical relations.

The principles of management and supervision.

Legal aspects relative to the agency.

Skills in:

The appropriate administrative skills to manage a state agency including public speaking negotiations motivation leadership personnel evaluation program evaluation delegation prioritization task identification and planning.

Interpret state and federal laws rules and regulations for the implementation of the required programs.

Ability in:

To work with the media various government agencies and committees time management ability to work in the legislative process and lobbying.

To utilize legal aspects of the agency requirements in implementing policies and procedures and necessary changes to implement any changes in conjunction with the laws and regulations imposed on the agency.

Selective Preference(s):

The ideal candidate is someone who has a legal background or who possesses knowledge of laws governing health regulatory boards.
