Job Description

General Summary


Positions in this class are responsible for the routine operations and programs at City parks and recreation facilities and programs. Oversight over the daily operations of recreational facilities parks golf courses and recreational programs is conducted by positions in this class. Performs other duties as assigned. Under limited supervision manages multiple programs at multiple locations OR manages a mediumsized recreation facility responsible for development and evaluation of programs at the facility. May supervise the work of subordinate staff which may include voluntary temporary and benefited staff on a day or project basis. Reports to an Operations Specialist III or IV or a Management Specialist.

The preferred hiring amount for this position is between$25.06 $30.69an hour.Starting offer is based on applicable education experience and internal equity.This is a PartTime 2029 hour per weeknonexempt position which provides prorated benefits including 13 paid holidays paid vacation and sick leave health insurance options with employer contribution employerpaid life insurance Citys retirement options gym membership reimbursement and continuing education/training opportunities.

The anticipated work schedule for this position is:
  • Monday Friday 3:45pm 8:15pm

Essential Responsibilities and Duties

Financial Management

Human Resource Management
  • Actively participates in performance evaluation system;
  • Assists in conducting assessment interviews to determine appropriate placement based on interests skills and abilities of seasonal staff and volunteers;
  • Efficiently and effectively allocates human resources in response to unforeseen circumstances;
  • Efficiently and effectively allocates human resources in the implementation of adopted maintenance plan;
  • Identifies staff that would benefit from offsite training;
  • Leads or participates in the hiring process for subordinate staff following established guidelines;
  • Plans schedules conducts and documents specialized onsite staff training;
  • Plans schedules and directs the work of subordinate staff;
Operations and Safety
  • Ensures that programs facilities and personnel meet all standards for certifications and licenses health and safety standards and operational procedures related to the area of assignments;
  • Completes regular inspections and safety assessments maintains a hazard and drugfree environment documents issues to identify risk areas and recommends improvements;
  • Compiles and retains operational and safety records and complies with federal state and City safety standards;
  • Schedules plans organizes supervises and evaluates a diverse selection of recreation programs such as afterschool programs special events athletics education aquatics camps fitness and/or therapeutic activities;
  • Makes arrangements for the use/maintenance of agency vehicles facilities and equipment;
  • Plans coordinates schedules supervises and evaluates the operations maintenance and safety of the assigned facility or facilities;
  • Enforces all applicable policies and procedures evaluates their effectiveness and recommends changes;
  • Ensures that all facilities meet quality standards for housekeeping cleanliness and maintenance;
Relationship Management
  • Efficiently and effectively utilizes available volunteer resources to supplement the efforts of existing staff;
  • Interfaces with volunteers and program staff to determine extent of program need for volunteers;
  • Maintains a positive working relationship with subordinates and manages conflict effectively;
  • Maintains a positive working relationship with supervisor;
  • Works interactively with other supervisory staff to ensure proper and efficient use of resources;
  • Develops and maintains community and corporate partnerships. May write grant proposals to obtain needed services funds equipment or facilities;
  • Develops and implements community outreach plans increase overall participation. Promotes diverse participation of persons from various cultural educational and economic backgrounds;
  • Coordinates efforts to optimize revenue production and/or customer satisfaction. Interacts with citizens and community organizations to resolve complaints and concerns;
  • Drafts letters of appreciation for volunteers;
Reporting and Analysis
  • Accountable for time and attendance reports and accident reports for subordinate staff;
  • Completes and submits various financial administrative and statistical reports;
  • Evaluates data from daily operations and identifies deficiencies recommends revisions and implements recommendations using innovative strategies;
  • Conducts program and service delivery evaluations using a variety of tools for use in developing future programming;
Strategic Management
  • Develops and disseminates material to publicize and market assigned activities.
  • Assists in the development of short medium and long term goals and objectives.
  • Develops and implements community outreach plans to target underserved populations and to increase overall program participation;
Performs other duties as assigned.

Physical requirements for this position as outlined by the Department of Labor: MEDIUM WORK: Ability to lift up to 50 lbs. occasionally and/or up to 30 lbs. frequently and/or up to 10 lbs. constantly to move objects. Physical demand requirements are in excess of those for Light Work.

This position may be required to work weekends nights holidays standyby/oncall emergency oncall and/or weatherrelated emergency oncall.

This is a safety sensitive position subject to drug and alcohol testing for preemployment reasonable suspicion postaccident and random testing.

The majority of time spent in this position involves inside work however position may involve exposure to extreme temperatures extreme brightness chemicals/hazardous waste gases/gas leaks bloodborne pathogens acidic or harsh substances electrical hazards extreme darkness fumes/airborne particles and fuels.

This position also requires the regular use of or subject to vibration ladder/step stool traffic/roadways driving a City vehicle moving mechanical parts and/or confined space(s).The noise level in the work environment is usually moderate.
