You will work closely with the DOMMs to develop best practices performance measures and develop maintenance contracts. This position will also afford you opportunities to see NDOT in a statewide view by allowing you to work with many of the Divisions and people throughout the department. You will also be representing the Operations Division and NDOT on various committees. This position has a unique opportunity to be involved in many facets of the department including maintenance administration research contracting meeting with vendors/contractors innovation opportunities fleet procurement capital facilities facility maintenance etc. Due to the nature of the many involvement opportunities you must be flexible. Pay range is $33.717 $50.575 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.

JOB DUTIES:

  • Serve as an assistant to the Operations Manager and is responsible for the oversight of the Fleet Procurement Emergency Management and Safety units within the Operations Division. Provide direction and guidance to the maintenance section within the division.
  • Work directly with the District Operations and Maintenance Managers on maintenance & operations throughout the state to develop best practices and performance measures. Coordinate and facilitate quarterly meetings with the District Operations & Maintenance Managers. Research and work with District personnel to provide the most costeffective materials for winter operations and maintenance operations. Design pilot projects for testing of materials equipment or procedures to determine their effectiveness for use within the agency.
  • Act as a backup incident commander representing the NDOT in the event of a natural or manmade disaster. Works closely with NEMA and FEMA during disasters throughout the state. Acts as a liaison between the state and internal and external partners to coordinate the movement of supplies of materials needed during an event.
  • Represent the Operations Division and NDOT on various committees involving state committees/teams and national committees. Coordinate the answers to national surveys regarding maintenance activities.
  • Assist in the formation and monitoring of the Operations Division budget.
  • Evaluate the work of employees and administer personnel action including: selection discipline performance work schedules and assignments.

Requirements/Qualifications

Minimum Qualifications:Bachelors degree and progressively responsible experience in field related to functions; and experience in performing progressively responsible supervisory duties. Experience may substitute for part or all the education requirements on a yearforyear basis.


Preferred Qualifications:

  • Experience in administering contracts and negotiations with consultants and vendors.
  • Experience in developing performance measures.
  • Experience in highway maintenance and winter operations.
  • Previous management experience of at least 5 years including providing direction analyzing and reviewing the work of supervisors and staff on applying policies procedures and standards.
  • Experience in demonstrating effective leadership skills and the ability to lead change.
  • Experience with Word Excel and PowerPoint.


Other:

  • Regular and reliable attendance is required.
  • Must be able to report to work outside of scheduled work hours for emergencies within 45 minutes.
  • Must be available for overnight travel when necessary.
  • Must have a valid drivers license or ability to provide independent authorized transportation.



KNOWLEDGE / SKILLS / ABILITIES:

Knowledge of:

  • Business and management principles involved in strategic planning resource allocation human resources leadership technique and coordination of people and resources.
  • Practices and techniques for organizing and managing multiple program units and functions.
  • Developing and implementing changes to program and/or administrative processes.
  • NDOT policies procedures and manuals; the methods for planning and implementing emergency operations general knowledge of the functions of highway maintenance.

Skills in:

  • Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Using logic and reasoning to identify the strengths and weaknesses of alternative solutions conclusions or approaches to problems.
  • Demonstrate effective teambuilding skills to form a cohesive team.
  • Effective communication skills both written and verbal to convey information successfully.
  • Adjusting actions in relation to others actions.
  • Lead a diverse team multitask and be visionary.

Ability to:

  • Communicate information and ideas to diverse audiences in varied settings in person and through correspondence reports and electronic means.
  • Identify and prioritize problems and formulate possible solutions.
  • Make decisions that conform to law regulations and policies.
  • Interpret and apply regulations and policies to managerial and operational problems.
  • Determine customer needs and adapt established plans and priorities to changing needs.
  • Administer and integrate diverse functional and organizational activities.
  • Assess cost effectiveness and cost of proposed plans for using and improving materials equipment processes and procedures.
  • Plan organize and manage the functional and administrative activities of the work units and operations managed.
  • Formulate and implement procedures and policies to coordinate functions managed.
  • Delegate responsibility and achieve results through assigned employees in an appropriate and effective manner.
  • Hear and resolve employee complaints problems and grievances and handle personnel issues in a positive and productive manner.
  • Determine needs and adapt to changing needs assess teammates needs to determine training or corrective actions supervise and motivate teammates recognize and mentor teammates to motivate success communicate effectively with internal and external customers respond to emergency situations and make timely decisions.
