The Department of Commerce Community and Economic Development assists the Governors vision for Alaska with a focus on outcomes an efficient use of Alaskas abundant resources and putting individual Alaskans before bureaucracy.

The Division of Community and Regional Affairs promotes the departments vision by providing information technical and financial assistance training and other capacity building resources for communities.

Who we are looking for:

The successful candidate will need the following knowledge skills abilities and experience (KSAEs):

  • Knowledge of current issues and concerns of rural communities and traveled to or lived in rural Alaska.

  • Demonstrated experience providing technical assistance both onsite and distance to entities in rural Alaska communities.

  • Two 2 or more experiences conducting training or teaching adults in a rural setting either in person or through online platforms such as MS Teams Zoom etc.

  • Experience communicating policies rules regulations and statutes to the public coworkers and government officials in oral or written form.

  • Demonstrated experience with computerized accounting systems with emphasis on governmental accounting using programs such as Quicken QuickBooks and technical skills in reading budgets and certified financial statements.

Special Notice:

This position requires frequent travel to rural communities in Alaska some of which have no commercial accommodations and requires the incumbent to sleep in city hall or in a school. In addition travel to these rural communities may be via small planes and other conveyances.

Minimum Qualifications

Minimum Qualification for Local Government Specialist 1:
Any combination of education and/or experience that provides the applicant with competencies in

  • Administration and Management: Knowledge of planning coordination and of business functions resource allocation and production.

  • Analytical Thinking/Problem Solving: uses a logical systematic sequential approach to address problems or opportunities or manage a situation by drawing on ones knowledge and experience base and calling on other references and resources as necessary.

  • Oral and Written Communication: Expresses information (for example ideas or facts) to individuals or groups effectively taking into account the audience and nature of the information (for example technical sensitive controversial); makes clear and convincing oral and written presentations; listens to others attends to nonverbal cues and responds appropriately.

  • Public Service Motivation: Shows a commitment to serve the public. Ensures that actions meet public needs; aligns organizational objectives and practices with public interests.

  • Reading Comprehension: Understands and successfully interprets written material including technical material rules regulations instructions reports charts graphs or tables; successfully applies what is learned from written material to specific situations.

Equivalent to those typically gained by:
Any combination of preparatory postsecondary education and/or experience in accounting budget administration financial services social services public administration legal or paralegal services grant development and/or providing administrative support to a business organization or program.

  • Technical Competence: Uses knowledge that is acquired through formal training or extensive onthejob experience to perform ones job; works with understands and evaluates technical information related to the job; advises others on technical issues.

Additional Required Information

SPECIAL NOTICE

The initial interview may be by phone or in person. Candidates who advance to a second interview may be interviewed in person or via Zoom and will be asked to create a 1012minute presentation on a local government issue.

At time of interview applicant(s) are requested to submit:
  1. Three 3 references with current contact information two 2 of which need to be former supervisors.
  2. Copies of three 3 or your most recent performance evaluations (if available).
FLEXIBLY STAFFED
This position is flexibly staffed. The level of the job offer will be based on the selected candidates credibly possessed and proven competencies. If hired at the lower level you will be promoted to the higher level after successfully completing the training plan and demonstrating competency in the work.

EDUCATION
If postsecondary education is required to meet the minimum qualifications you must fill in the Education section of the application. If you have not obtained a degree please indicate the number of units completed. Copies of transcripts are required to verify educational credentials if used to meet the minimum qualifications for a position. Transcripts can be attached at the time of application or provided at the time of interview.
