Director of Special Education

Reports To: Assistant Superintendent for Instruction

FLSA Status: Exempt

Salary Scales:

Summary

The Director of Special Education has direct responsibility to administer and coordinate the divisions programs related to Special Education including Inclusive Preschool Programming and Infant and Toddler Connection of AugustaHighland.

Essential Duties and Responsibilities include the following. Other duties may be assigned:

  1. Serve as the Section 504 Coordinator for the school division.
  2. Supervise and evaluate Student Services Staff: staff who support Special Education Programs Infant and Toddler System Manager and Staff and Secretaries.
  3. Collaborates with the Preschool Supervisor Preschool Family Service Coordinators and Assistant Superintendent for Instruction to support Inclusive Preschool Programming.
  4. Plan coordinate and evaluate preschool through postsecondary instructional programs for Special Education.
  5. Develop and implement policies and procedures for compliance with Federal and State Regulations.
  6. Develop an Annual Plan for Special Education as directed by State Regulations.
  7. Develop and implement a comprehensive system for professional development for compliance and best practice for topics related to Special Education.
  8. Develop and implement systems for compliance monitoring of State Regulations and IDEA.
  9. Collaborate with the Assistant Superintendent for Instruction and Executive Director of Personnel on hiring new staff.
  10. Be knowledgeable of current OCR opinions court decisions and legal developments that affect programs for special education.
  11. Develop and monitor special education budgets.
  12. Coordinate services with the Shenandoah Valley Regional Program (SVRP).
  13. Submit grants to the state related to special education.
  14. Make regular visits to schools for observations in classrooms and for conferences with principals teachers and/or parents.
  15. Assist in evaluation of teachers and staff as requested by principals.
  16. Promote innovative practices to benefit students with special needs.
  17. Assist with implementation of the Standards of Quality.
  18. Promote positive school and community relations for special education through the Local Advisory Committee for Special Education.
  19. Serve on the division Discipline Committee for students who have been identified as special education or are suspected of having a disability.
  20. Collaborate with Assistant Superintendent for Instruction to develop and facilitate innovative practices to support all students
  21. Plan coordinate and monitor programs for compliance with the McKinneyVento Act
  22. Developcoordinate and monitor services for students identified as disabled under Section 504 of the Rehabilitation Act/Americans with Disabilities Act in collaboration with the Deputy Superintendent.
  23. Maintain case management responsibilities for students with disabilities who are placed in private day schools and residential facilities.
  24. Plan coordinate and participate in tasks related to the Childrens Services Act including active involvement with the Family Assessment and Planning Team (FAPT) and Comprehensive Planning and Management Team (CPMT).
  25. Promote community collaboration with public school divisions local private schools and community stakeholders.
  26. Develop coordinate monitor and promote inclusive preschool practices and services.
  27. Promote the professional growth development and initiatives of Special Education Teachers and Staff.
  28. Develop coordinate and implement plans of behavior and socialemotional support for all students.

QUALIFICATIONS:
To perform this job successfully an individual must be able to perform each essential duty satisfactorily. EDUCATION and EXPERIENCE:

  1. Virginia Department of Education certification in Administration with a concentration in Special Education preferred
  2. Five years teaching experience preferred
  3. Three years building level administrative experience

LANGUAGE SKILLS
Ability to read analyze and interpret business periodicals professional journals technical procedures and government regulations. Ability to analyze and interpret educational evaluations and data. Ability to write reports business correspondence and procedural manuals. Ability to effectively present information and respond to questions from groups of managers clients customers and the general public.

MATHEMATICAL SKILLS
Ability to add subtract multiply and divide all units of measure using whole numbers common fractions and decimals. Ability to compute rate ratio and percent and to draw and interpret bar graphs.

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written oral diagram and schedule form.

CERTIFICATION LICENSES REGISTRATIONS
Virginia Department of Education certification in Administration with a concentration in Special Education
